Explosive new analysis warns that industrial capacity—not battlefield success—will decide the outcome of modern conflicts

A new assessment linked to The Royal United Services Institute for Defence and Security Studies has delivered a stark warning about the evolving nature of modern warfare, arguing that the first weeks of the Iran conflict have exposed a dangerous imbalance between military power and industrial endurance. While U.S. and allied forces have demonstrated tactical superiority on the battlefield, the unprecedented consumption of advanced munitions has revealed a deeper vulnerability: the inability to sustain high-intensity conflict over time.

In the opening 16 days of what has been described as Operation Epic Fury, coalition forces have expended more than 11,000 munitions at an estimated cost of $26 billion. The sheer scale of this expenditure, particularly in precision-guided weapons and missile interceptors, highlights a troubling cost-exchange ratio. In many cases, multi-million-dollar missiles are being used to intercept drones and projectiles that cost only a fraction of that amount, creating an economically unsustainable model of warfare.

Military observers, including Ukrainian advisors familiar with prolonged attritional conflict, have reportedly been struck by what they describe as inefficient use of high-end air defence systems. The tendency to deploy premium interceptors against low-cost threats has accelerated the depletion of critical stockpiles, raising concerns about how long such a strategy can be maintained. Although initial strikes involved thousands of munitions in just a few days, the conflict has since settled into a grinding war of attrition, with daily missile and drone exchanges continuing to drain resources.

The core issue is not simply the volume of weapons used, but the uneven rate at which they can be replaced. Some categories of munitions remain relatively abundant, but others—particularly long-range precision strike systems and advanced interceptors—are nearing exhaustion. This imbalance underscores a fundamental shift in warfare, where the decisive factor is no longer battlefield dominance alone, but the capacity to sustain operations through reliable industrial output.

Strategic thinkers have long warned of such vulnerabilities. The paradox of overwhelming military power failing to achieve lasting outcomes, often described as the “impotence of power,” is now being compounded by logistical fragility. Modern arsenals depend on highly specialized components and complex supply chains, making rapid replenishment difficult. The conflict has brought these concerns into sharp focus, demonstrating how even the most advanced militaries can be constrained by their own technological sophistication.

The analysis introduces a new concept to describe this reality: “Command of the Reload.” In this framework, success in war depends on the ability to continuously replenish critical assets rather than simply deploy them effectively. In a battlefield defined by missile exchanges and drone swarms, endurance becomes the ultimate measure of strength. The side that can maintain its defensive and offensive capabilities over time gains a decisive advantage.

Compounding the problem is the fragility of the defence industrial base. Many of the components required to produce advanced munitions—such as rocket motors, guidance systems, and specialized materials—are sourced from limited suppliers with long production cycles. Even relatively small shortages in key inputs like gallium, graphite, or battery chemicals can halt production lines. The situation is further complicated by geopolitical factors, including export controls imposed by major suppliers such as China, which dominates the global market for several critical minerals.

Despite growing awareness of these challenges, efforts to ramp up production have been slow. Defence companies remain hesitant to expand output without firm, long-term contracts, citing past experiences where promised funding failed to materialize. Key facilities, including those responsible for producing high explosives, have not significantly increased capacity, leaving the system ill-prepared for sustained conflict. The potential disruption of supply chains through chokepoints such as the Strait of Hormuz adds another layer of risk.

The consequences of this imbalance are already becoming apparent. Some of the most critical munitions in the U.S. arsenal, including long-range ground-attack missiles and advanced interceptors, could be depleted within weeks if current usage rates continue. Allies face similar challenges, with certain missile defence systems at risk of running out entirely. While alternative weapons may be available, their use would come with increased operational risks, including greater vulnerability to incoming attacks.

Beyond the immediate battlefield, the implications extend to global security. The concept of a “second-theatre tax” highlights how resources committed to one conflict reduce a nation’s ability to respond elsewhere. Every missile fired in the Iran conflict is one less available for deterrence in other regions, such as East Asia or Eastern Europe. This creates a strategic dilemma, as prioritizing one theatre may weaken commitments in another, potentially undermining alliance confidence.

The economic dimension of warfare is also being redefined. Traditional measures of military strength are giving way to new metrics that emphasize sustainability and cost efficiency. The ability to maintain operations over weeks and months, rather than achieve rapid initial success, is becoming the critical benchmark. In this context, the war is not only a test of military capability but also of industrial resilience and strategic planning.

One potential solution lies in rethinking air defence strategies. The concept of “cheap defeat” emphasizes the use of lower-cost systems, such as gun-based defences and short-range interceptors, to handle large volumes of threats. These systems, while less advanced, can significantly reduce the burden on high-end assets. During the first 16 days of the conflict, hundreds of thousands of rounds of ammunition were used at a relatively low cost compared to the billions spent on missile interceptors, illustrating the potential of this approach.

However, even these solutions are not without challenges. The supply chains for basic ammunition and advanced missiles are often interconnected, meaning that shortages in key materials can affect multiple systems simultaneously. This “coupling trap” highlights the complexity of modern defence production, where seemingly simple solutions can be constrained by the same underlying vulnerabilities.

The emerging lesson from the Iran conflict is clear: modern warfare is as much about factories as it is about frontlines. Tactical victories may still be achieved through superior technology and strategy, but long-term success will depend on the ability to sustain those efforts. As the analysis underscores, the true measure of power in the 21st century may not be how effectively a nation can fight, but how long it can keep fighting.
