The country’s AI moment risks slipping away as political dysfunction, infrastructure gaps, and lack of a clear strategy hinder meaningful adoption, leaving India to consume technology rather than create it.

India’s AI challenge is less about artificial intelligence and more about artificial governance.

India recently hosted the AI Impact Summit 2026 in New Delhi, an event meant to showcase the nation’s engagement with artificial intelligence. Coverage by Front Line India paints a picture of both promise and dysfunction. While Prime Minister Narendra Modi delivered lofty rhetoric about “human-centric progress,” “inclusive development,” and a “vibrant digital public startup ecosystem,” the summit itself exposed deep structural weaknesses. Wi-Fi failures, poor crowd management, chaotic logistics, and even theft of a high-value AI wearable highlighted that India’s readiness for the AI era is more aspirational than operational.

The summit underscored a fundamental tension in India’s AI journey: while global AI innovations continue to accelerate, the country’s governance structures struggle to provide the support and infrastructure necessary for meaningful development. Chief Economic Advisor V. Anantha Nageswaran emphasized that private sector, academia, and policymakers must “act now” to avoid falling behind, warning that India’s current approach amounted to “drift.” However, translating such warnings into effective national strategy is hampered by centralization of power and bureaucratic inertia, leaving initiatives fragmented and reactive rather than visionary.

Front Line India recounts how personal experiences with AI reveal both its potential and India’s gaps. One contributor reported using AI as a substitute for a urologist, receiving comprehensive guidance on medications and treatment options. The tool’s patience, precision, and accessibility starkly contrasted with the limitations of conventional medical consultations, illustrating how AI can enhance service delivery if leveraged properly. Yet the same contributor noted that creative applications, such as co-writing a short story with AI, were far less successful. While AI can provide structure and speed, it cannot replicate human spontaneity or the “mistakes” that often drive artistic innovation. This distinction points to AI’s most promising applications in governance, public administration, and service efficiency rather than in the creative sphere.

India’s AI infrastructure gap remains a critical bottleneck. The absence of key figures like NVIDIA CEO Jensen Huang at the summit exemplifies the country’s reliance on foreign technology. Advanced AI development requires high-performance chips, sophisticated data centers, and expansive computing power, yet India continues to prioritize energy-intensive data centers over integrated AI ecosystems capable of generating and processing indigenous data. Without such investments, India risks remaining a consumer of apps and content rather than a producer of AI-driven solutions.

The summit also highlighted the challenges of oversight and accountability. Instances like the Galgotia University incident, where a purchased Chinese robot was initially misrepresented as domestic innovation, underscore the prevalence of superficial engagement rather than substantive technological progress. Even when policymakers like IT Minister Ashwini Vaishnaw attempt to showcase AI capabilities, operational failures can undermine credibility. These missteps suggest that India’s AI challenge is not the technology itself, but the institutional capacity to manage, regulate, and strategically deploy it.

Historically, India’s strengths have been in trade and services rather than manufacturing and engineering of cutting-edge technologies. American and Chinese institutions continue to dominate conceptual breakthroughs and commercial deployment of AI tools. As Front Line India observes, even when Indian individuals and start-ups utilize advanced AI applications, they rely heavily on foreign-developed platforms. This dependency may provide short-term access but limits long-term technological sovereignty and economic leverage.

The broader implication is clear: AI is a tool, not a panacea. Its transformative potential will only be realized if India aligns technological capability with robust governance, clear policy frameworks, and domestic infrastructure development. Without these elements, AI risks becoming another symbolic exercise—like a G-20 photo opportunity—rather than a driver of sustained social and economic progress.

The summit’s operational chaos mirrors a national pattern of bureaucratic inefficiency, centralized control, and reactive policymaking. In areas ranging from budgetary decision-making to defense and trade, India’s governance structures often impede swift, coherent action. For AI, this means delays in chip manufacturing, gaps in regulatory clarity, and limited incentives for meaningful research and industrial scale-up. The result is an environment in which global competitors advance while India remains largely on the sidelines.

Despite these challenges, there are glimmers of opportunity. The large, digitally engaged population provides a ready testing ground for AI applications in healthcare, education, and governance. Private sector actors, academic institutions, and policy think tanks are increasingly vocal about the need to harness AI responsibly and strategically. Yet, as the summit revealed, rhetoric alone is insufficient. The country must commit to producing technology, not just consuming it. Failure to do so risks allowing AI’s transformative moment to pass, leaving India dependent on external innovation while grappling with the social and economic challenges of a rapidly digitizing world.
