China’s Bold Talent Drive Reshapes Global Science — With Big Gains and New Tensions

Nature explores how China’s recruitment programs have lured scientists home — and what that means for its scientific future.

In a remarkable leap, materials chemist Nan Liu jumped from a postdoctoral post in the United States to a full professorship in China — armed with a 4 million yuan (US$560,000) research budget. Her appointment at Beijing Normal University was made possible through the Thousand Young Talents Plan, one of China’s ambitious government-backed initiatives aimed at bringing home top scientific minds trained abroad.

As reported by Nature, Liu is just one of thousands of researchers who have returned to China over the past three decades under national and regional talent-recruitment schemes. These programs have played a pivotal role in boosting China’s scientific output, international influence, and institutional leadership.

“Returnees have helped improve research quality, quantity and impact in China,” says Lili Yang, who studies higher education at the University of Hong Kong. Many occupy influential positions in universities and research agencies, steering national science agendas.

Talent With Perks — and Pushback

Launched in the late 1990s, China’s major recruitment schemes — including the high-profile Thousand Talents Plan and its successor, the High-End Foreign Talents Plan — offer lucrative packages. Selected scientists typically receive a large sign-on bonus, generous research funding, housing subsidies, and preferential access to grants.

By 2018, around 16,000 scientists and tech entrepreneurs had been recruited through such initiatives. “Because of the talent programme, I got a huge start-up package to really initiate my own research group,” says Shaodong Zhang, a chemist who left Imperial College London for a tenure-track position at Shanghai Jiao Tong University.

But the perks have created friction within China’s academic community. Domestic researchers who did not train abroad have voiced frustration over perceived inequalities. “They complain a lot,” says Jiang Li, a science of science scholar at Nanjing University.

A Mixed Record on Scientific Impact

Researchers have begun assessing the true value of China’s returnee wave. A 2023 analysis found that returnees who joined the youth talent program between 2012 and 2014 published more papers than peers who remained abroad. However, other studies reveal a more complex picture.

While returnees are more likely to serve as corresponding authors and often maintain strong international collaborations, their publications are less likely to appear in top-tier journals. “Returnees might not represent the highest level of international talent and are probably early in their careers,” says Li, a co-author of one study.

Another study cited by Nature noted that returnees produced papers with higher citations than local counterparts. Yet a more recent analysis of 300 returnees showed a gradual decline in citations and international collaborations over five years post-return — raising questions about the long-term impact of talent-recruitment efforts.

From Labs to Leadership

Despite mixed metrics on publication influence, returnees are rising through the ranks. In 2023, they made up more than 70% of heads of national research projects and presidents of Chinese universities. “Many of the deans or department chairs are returnees,” says science-policy expert Yanbo Wang at the University of Hong Kong.

These scientists not only help lead institutions but also serve as bridges to the global research community. By maintaining ties with international collaborators, they facilitate knowledge exchange and bring global perspectives into Chinese academia.

But the benefits enjoyed by early returnees are not always available to newer entrants. “The most recent returnees are still waiting in the queue,” says Wang. As China’s academic landscape matures and top positions fill up, competition is intensifying and autonomy is shrinking.

Talent Strategy Amid Global Tensions

As U.S.–China relations have grown more fraught, Chinese recruitment programs have adapted. Some scientists who studied in the U.S. or Europe now find it more attractive — or necessary — to build their careers back home. Meanwhile, Chinese institutions are placing increasing emphasis on recruiting talent who trained domestically, reflecting a shift in strategy and a response to geopolitical realities.

At the same time, U.S. authorities have scrutinized these programs — particularly the Thousand Talents Plan — over fears of intellectual property theft. While such cases have been rare, the scrutiny has led China to rebrand and reshape its recruitment efforts.

The Road Ahead

China’s talent-recruitment programs have undeniably transformed its research ecosystem — offering unprecedented opportunities to returning scientists and positioning the country as a formidable force in global science. Yet questions remain about long-term sustainability, domestic fairness, and the true measure of success.

As Nature highlights, the early promise of these initiatives is now meeting the practical realities of scientific careers, international politics, and institutional evolution. The next phase may not be defined by how many researchers China can bring home — but by how it supports, integrates, and retains them.
