Is Scientific Innovation Slowing Down? Researchers Debate a Growing Concern

A lively debate is sweeping across the global scientific community: Are truly groundbreaking discoveries becoming harder to achieve? A provocative paper, published in Nature, has reignited concerns that modern research is producing fewer transformative breakthroughs than in the past — and is prompting researchers and policymakers to re-evaluate how science is measured, funded, and rewarded.

The study, co-authored by Russell Funk from the University of Minnesota, Erin Leahey of the University of Arizona, and Michael Park from INSEAD, argues that the disruptiveness of scientific papers and patents has been steadily declining for decades. Their findings suggest that newer work is less likely to render older research obsolete — a hallmark of truly revolutionary science.

The paper, first published two years ago and now referenced in over 250 media stories and even U.S. Congressional hearings, struck a nerve in both academia and policy circles. Funk reports receiving hundreds of emails from scientists resonating with the study’s conclusions. “It was just incredible, and I’m still getting people reaching out,” he said.

The Nature paper employs the Consolidation–Disruption (CD) index — a citation-based metric developed by Funk and Jason Owen-Smith — to gauge whether research builds upon or departs from prior work. Their analysis found that while the number of scientific papers has ballooned, the average disruptiveness has dropped since the mid-20th century.

The CD index assigns a high score to papers frequently cited without referencing their predecessors, suggesting they’ve shifted paradigms. Conversely, papers that consolidate existing knowledge tend to be cited alongside their sources, resulting in lower scores.

While the index paints a sobering picture, critics argue it’s an imperfect tool. Citation practices have evolved, metadata can be flawed, and not all innovation is reflected in reference patterns. Still, Funk’s team controlled for many of these issues and stood by their conclusions in a 2025 preprint.

Some experts, such as Sam Arts from KU Leuven, caution against overinterpreting the trend. His analysis shows that fields experience bursts of novelty at different times, rather than a universal decline. Others, including Lutz Bornmann of Ludwig Maximilian University, argue that better methods are needed to measure what truly counts as “disruptive.”

A high-profile case adds fuel to the debate: DeepMind’s AlphaFold, the AI system that cracked protein structure prediction, scored surprisingly low on the CD index. While the technology is lauded as a major leap, Funk suggests it didn’t conceptually displace existing knowledge — yet. Others disagree, arguing that such examples highlight the limitations of citation-based metrics.

“We’re still in the early stages of understanding how to measure innovation,” says Lingfei Wu, an information scientist at the University of Pittsburgh. “It’s like quantum physics in the 1930s — the more you look, the more confusing it gets.”

Beyond metrics, researchers are concerned about systemic issues making innovation harder to achieve. As Nature reports, decades of rising R&D funding haven’t led to proportional breakthroughs. From semiconductors to agriculture and medicine, studies show diminishing returns: more people and money are required to yield each new advancement.

The causes are manifold: administrative overload, rigid funding structures, and a hyper-competitive publishing environment that incentivizes quantity over originality. “You have to publish, and you cannot take risk,” says Wu.

Moreover, Funk notes that even elite research — including Nobel-winning work and papers in top-tier journals like Nature, Science, and PNAS — shows declining disruptiveness.

Some observers, like historian Patricia Fara, argue that modern researchers lack the intellectual freedom once afforded to scientific pioneers. James Watson and Francis Crick famously abandoned their PhDs while working on DNA — a move that would be unthinkable today.

The situation is made worse by growing costs. Cutting-edge research now often requires large teams and multimillion-dollar infrastructure — a far cry from the lone scientist in a garage or home lab.

The decline in disruptive science isn’t being ignored. Countries like Germany and the UK have launched innovation agencies to fund high-risk, high-reward research. Funders are experimenting with more flexible, rapid grant systems — some even considering lotteries to diversify research investments.

Metascience — the study of how science is done — is also gaining traction. New initiatives aim to understand which team dynamics, funding models, and institutional structures foster the most novel work. For example, research suggests small, gender-diverse teams and face-to-face collaboration produce more disruptive results.

Alternative incentive models, like milestone prizes or “science fiction” grants, are being tested to encourage boundary-pushing ideas. Some advocate random funding for qualifying proposals to avoid a narrow focus on trendy topics like AI.

Still, political tensions loom. With returns on science investment under scrutiny, some fear a backlash against funding itself. Funk, whose own National Science Foundation grant was recently cancelled, cautions against letting fear drive policy. “To me, confronting the reality of slowing innovation is not a threat to science — it’s a way to save it.”

While the debate continues, the broader consensus is that science needs bold reforms to maintain its creative edge. As Nature notes, scientists and policymakers alike are searching for better ways to support truly groundbreaking work — before the engines of progress stall.

“The more we focus on metrics,” Funk warns, “the more we risk killing the very creativity we need.”
