In this testimony before the United States Senate, Sam Altman, CEO of OpenAI, offered more than a mere report on artificial intelligence’s progress. He delivered a vision—deeply personal, patriotic, and prophetic—of a future where AI plays a transformative role in society, economy, and national identity. Altman’s words, woven with humility and conviction, served not only as an update on technological advancements but also as a philosophical and cultural commentary on what it means to lead the AI revolution in the 21st century.
“I was here about two years ago,” Altman began, referencing his prior testimony, “and at that time, ChatGPT had recently launched. It was a curiosity in the world.” The product that once sparked uncertainty has since grown into a phenomenon. “Today, we’ve made significant progress. ChatGPT is used by more than 500 million people a week,” he noted, adding that it had become the “fifth biggest website on the internet globally.” This dramatic leap in scale underscores not only the explosive public interest in generative AI but also the accelerating pace at which new technologies are integrated into daily life.
Yet for Altman, these statistics are not mere achievements in market penetration. They reflect deeper social transformations. “It’s being used in really important ways. It’s significantly increasing productivity. We hear scientists say they’re two or three times more productive than they could be before.” The application of AI tools across industries—from science to education to medicine—heralds, in Altman’s view, a shift not unlike the Industrial Revolution. “It’s no longer this thing that was going to come in the future, but it’s here now.”
At the heart of Altman’s testimony lies a fervent belief in American exceptionalism as the bedrock of this revolution. “We’re very proud that America is leading in AI so significantly,” he declared. Referencing the internet boom, he stressed, “I believe this will be at least as big as the internet, maybe bigger.” For such scale to be realised, however, Altman argued that “investment in infrastructure is critical.” He identified two parallel forces—“abundant intelligence and abundant energy”—as the defining pillars of the next decade. America, he insisted, must lead in both.
Altman illustrated this vision with a powerful example: “I got to go to Abilene, Texas yesterday, where we’re building out what will be the largest AI training facility in the world.” The excitement in his voice was evident. “It’s coming along beautifully.” However, this is not merely about scale or capital—it is about sovereignty and direction. “We’ve got to do that really well in the U.S. so that we can continue to innovate, continue to lead, and continue to sort of shape this revolution.”
Interrupting his scripted remarks, Altman offered a poignant detour—an autobiographical story that rooted his aspirations in deeply personal experiences. “I grew up in St. Louis, and I was a computer nerd,” he confessed, recalling how he lived in an attic, programming late into the night. “I thought it was the coolest thing ever.” That sense of wonder, of endless possibility, has not diminished. “I can draw a straight line from that experience to founding OpenAI,” he said, linking his boyhood fascination with computers to his role as a technological pioneer.
Through this story, Altman invoked a nostalgic yet urgent appeal: that the spirit of innovation that flourished during the internet era must be preserved, protected, and reinvigorated. “The spirit of American innovation and supportive entrepreneurship—I don’t think the internet could have happened anywhere else. And if that didn’t happen, I don’t think the AI revolution would have happened here.” He declared himself a “child of the Internet revolution” and “one of the many parents of the AI revolution,” reinforcing the generational continuity of innovation in America.
The philosophical thrust of Altman’s testimony, however, lies in his assertion that this technological evolution is “magic.” He insisted, “It is no accident that that’s happening in America again and again and again, but we need to make sure that we build our systems and that we set our policy in a way where that continues to happen.” What Altman calls “magic” is, in truth, the confluence of democratic institutions, open competition, and boundless ambition—conditions he fears could be lost if policy fails to keep pace with progress.
“I don’t want to live in Europe either,” he quipped, a subtle yet telling comment on regulatory overreach and stagnation. For Altman, innovation is not merely a business advantage but a cultural imperative. He concluded his narrative by recalling a recent visit to his childhood home. “I looked up, and in that top floor window, the light was on, and I thought, hopefully there’s some kid in there staying up late at night playing with ChatGPT, figuring out how he or she is going to start whatever company comes next.”

And it serves as a reminder that AI, for all its complexity, ultimately exists to serve human potential. “That is, to me, the magic of this country. Altman’s testimony, while rich in technical and policy-oriented insights, gains its power from this fusion of personal narrative and national mission. His belief in the need for “a whole sort of AI factory” comprising “a supply chain of energy, chips, standing up data centres, building the racks, and more” is not just logistical—it’s patriotic. The infrastructure he envisions is not only physical but ideological: a scaffolding of education, policy, and collaboration that allows the United States to remain the cradle of global innovation.
This vision, of course, is not without its challenges. The testimony of his fellow panellists, such as AMD’s Dr. Lisa Su and CoreWeave’s Michael Entrader, underscored the capital intensity, geopolitical competition, and workforce development hurdles that must be addressed. Yet it is Altman’s ability to humanise the stakes—to link the fate of AI to the dreams of children, to late nights in attics, to the enduring ideals of a nation—that gives his vision its moral and emotional weight.
