The Soviet Union’s Unbuilt Plan to Reshape the Planet With a Bering Strait Mega-Dam

A 1950s proposal envisioned damming the waters between Alaska and Siberia to alter global climate, energy systems, and geopolitics

In the midst of the Cold War’s early years, Soviet scientists quietly explored an engineering idea so vast it bordered on science fiction: sealing off the Bering Strait with a colossal dam to reengineer the climate of the Northern Hemisphere. First proposed in 1957 by Soviet engineer Pyotr Borisov, the project aimed to physically alter ocean circulation between the Pacific and Arctic oceans, with consequences that could have rippled across continents.

The central goal of the plan was climatic transformation. By blocking cold Pacific waters from flowing into the Arctic Ocean and increasing the influx of warmer Atlantic currents, Soviet planners believed the Arctic could be significantly warmed. This shift, they argued, would soften the brutal climates of Siberia, Alaska, and northern Canada, reducing permafrost and opening vast new regions to agriculture, settlement, and industry. Some projections went even further, suggesting that changes to global heat distribution could reduce aridity in parts of Africa, potentially turning the Sahara from a vast desert into a semi-desert.

The physical scale of the proposal matched its ambition. The dam was designed to stretch roughly 86 kilometers across the Bering Strait, plunging to depths of nearly 59 meters. Construction was estimated to take between eight and ten years, with a projected cost of around 22 billion Soviet rubles, equivalent to roughly $280 million at the time. Notably, Soviet planners envisioned the USSR covering only about 40 percent of the cost, with the remainder to be shared by the United States and Canada, reflecting a rare moment when technological idealism briefly eclipsed geopolitical hostility.

Beyond climate modification, the project promised an unprecedented infrastructure and energy boom. Plans included a cascade of nuclear power plants built into the dam itself, generating at least 25 million kilowatts of electricity, far exceeding the output of the Soviet Union’s largest hydroelectric stations. Engineers also imagined two entirely new cities, one on the Soviet side and one on the North American side, each designed to house around 50,000 residents. Ports, railways, and even atomic-powered trains were part of the vision, along with a future highway and rail link physically connecting Eurasia and North America.

Despite its sweeping promise, the Bering Strait dam never advanced beyond theory. The most immediate obstacle was geopolitical reality. The dam would have crossed waters belonging to both the Soviet Union and the United States, making it impossible to proceed without unprecedented international cooperation. As Cold War tensions hardened, the brief window for such collaboration closed rapidly.

Scientific concerns also played a decisive role. Even in the 1950s, climatologists warned that interfering with global ocean circulation could trigger unpredictable and potentially catastrophic consequences. Models suggested risks ranging from disruption of the Gulf Stream and flooding of coastlines to severe cooling in regions such as Japan and Polynesia. Some researchers even cautioned that such a project could accelerate conditions leading to a new ice age.

Today, the Bering mega-dam stands as a striking example of mid-20th-century technological optimism, when engineers believed humanity could bend planetary systems to its will. The fact that it was never built may be less a failure of ambition than an early recognition that Earth’s climate is far more complex, and far less forgiving, than even the boldest planners once imagined.
