The Trump administration has abruptly dismissed all 22 members of the National Science Council, the main advisory body guiding U.S. science and engineering policy, just as the group was finalizing a sensitive report warning of China’s accelerating lead in key areas of scientific research. The sudden decision, communicated by email and effective immediately, has sparked accusations that the White House is attempting to exert direct control over a body historically designed to remain insulated from political interference.
Three of the dismissed members told EL PAÍS that the timing of the move is particularly significant. The council was in the final stages of approving its 2026 Science and Engineering Indicators report, a flagship assessment that tracks U.S. research and development performance and compares it with global competitors. According to members familiar with the draft, the report highlighted a widening gap between the United States and China, with American investment in basic research stagnating while China continues to rapidly expand its scientific output and funding.
“This is unprecedented,” said Yolanda Gil, a University of Southern California professor and one of the dismissed council members. Gil, a Spanish-born scientist with decades of experience in U.S. federal research advisory systems, confirmed that the entire council received termination notices simultaneously and without explanation. “We were in the middle of final votes on a report that is extremely important for understanding the future of science and engineering in this country,” she said. “The timing raises serious questions.”
The National Science Council plays a central role in advising both Congress and the White House on national priorities in science and engineering. Although its members are appointed by the president, the institution has long been considered nonpartisan and designed to provide independent guidance on long-term research strategy. Its work feeds directly into policy decisions affecting the National Science Foundation (NSF), the federal government’s primary funder of basic research.
The draft report at the center of the controversy reportedly outlined a troubling trend for the United States: while it remains a global leader in many scientific fields, China’s rapid expansion in research investment, infrastructure, and talent development is narrowing the gap at an accelerating pace. Two former council members said the report warned that, in several critical areas including artificial intelligence, advanced materials, and engineering output, China could surpass the United States within a few years if current trends continue.
That conclusion appears to intersect directly with one of President Trump’s most politically sensitive priorities: maintaining U.S. technological supremacy over China. The administration has launched major initiatives aimed at strengthening American capabilities in artificial intelligence and quantum computing, and has repeatedly emphasized the importance of winning what officials describe as a new global technology race. At the same time, however, the White House has pursued aggressive cuts to federal research budgets, particularly in basic science.
Since returning to office, Trump has attempted to significantly reduce funding for scientific agencies, including a proposal to cut the budget of the National Science Foundation nearly in half. Although Congress has resisted some of these efforts, forcing partial restoration of funding, the NSF has still experienced major workforce reductions and internal restructuring. According to internal estimates cited by former officials, the agency has lost roughly 30 percent of its staff under the current administration.
The National Science Council, which was effectively dissolved in the latest move, has historically played a key role in overseeing NSF strategy and advising on its budget priorities. Some of its former members now suspect that removing the council may be a way to eliminate institutional resistance to deeper structural changes within the agency.
“I think this is a signal of a broader shift,” Gil said. “The NSF has already seen major reductions in personnel, and now its main advisory council has been eliminated. That suggests a reconfiguration of how decisions about science funding will be made.”
The National Science Foundation itself was established in 1950 to ensure that U.S. scientific research remained independent from short-term political pressures. Over the decades, it has become one of the most influential science funding agencies in the world, supporting work that has led to breakthroughs in fields ranging from genetics and medicine to computing and engineering. Economists have estimated that publicly funded research has contributed significantly to long-term U.S. economic growth, with some studies attributing up to one-fifth of national wealth creation to federal investment in science and innovation.
Roger Beachy, a plant biologist and former member of the council, said the dismissal raises concerns that the administration may seek to reshape the NSF’s mission away from long-term basic research toward more immediate, politically defined outcomes. “This could be an initial step toward replacing a nonpartisan advisory structure with one more closely aligned to a specific agenda,” he said. Beachy added that federal research historically depends on independence to generate breakthroughs that cannot be predicted or immediately commercialized.
The administration has nominated Jim O’Neill, a figure with a background in finance and investment rather than scientific research, to lead the NSF. Traditionally, NSF directors have been senior scientists with extensive experience in research institutions and peer review systems. Critics argue that a shift toward leadership without deep scientific credentials could alter how research priorities are set.
Another dismissed member, physicist Keivan Stassun of Vanderbilt University, said the decision fits a broader pattern of what he described as systematic weakening of scientific advisory structures across the federal government. “It seemed only a matter of time,” he said, pointing to earlier dismissals of advisory committees within the NSF. However, he warned that the elimination of the council represents a more serious escalation. “Without independent oversight, the risk is that science funding decisions become increasingly short-term and politically driven,” he said.
Stassun also emphasized the stakes of global competition. With China rapidly increasing its research investment, he said, the United States risks losing not just symbolic leadership but its long-term innovation advantage. “Basic research is what builds entire industries decades later,” he said. “If you cut that pipeline, you don’t see the damage immediately, but you will feel it.”
Scientific organizations across the United States have reacted with alarm. The American Association for the Advancement of Science warned that the dismissal signals a retreat from global scientific leadership. Its CEO, Sudip Parikh, said the move reinforces concerns that the United States is “ceding its position as the world leader in science, technology, and innovation.”
The American Chemical Society also criticized the decision, pointing to what it described as a growing pattern of dismantling independent advisory structures essential for maintaining accountability in federal science policy. With more than 150,000 members, the organization warned that weakening these institutions could undermine both transparency and long-term strategic planning.
Despite the controversy, the White House has not provided an official explanation for the dismissals. Members of the former council are now urging Congress to intervene, arguing that legislative oversight may be the only mechanism capable of preserving the independence of U.S. scientific governance.
As uncertainty grows, the abrupt dissolution of the National Science Council has left a critical gap in the structure of American science policy at a moment of intensifying global competition.
