Quad Nations Launch First-Ever ‘Quad-at-Sea’ Mission

According to India’s Ministry of Defence, the “Quad-at-Sea Ship Observer Mission” was launched under the Wilmington Declaration.

In a landmark step towards enhancing maritime security and regional cooperation, the coast guards of India, Japan, the United States, and Australia have officially launched the inaugural “Quad-at-Sea” mission in the Indo-Pacific. The initiative, focused on improving operational coordination and interoperability, marks a major milestone in Quad collaboration at sea.

The mission stems from decisions taken at the Quad Leaders’ Summit held in Wilmington, U.S., in September 2024, where Prime Minister Narendra Modi and other Quad leaders outlined an ambitious vision for a free, open, inclusive, and rules-based Indo-Pacific.

According to India’s Ministry of Defence, the “Quad-at-Sea Ship Observer Mission” was launched under the Wilmington Declaration. As part of the initiative, two officers—including women—from each of the four nations have embarked on board the US Coast Guard Cutter Stratton, currently en route to Guam.

Described as a “cross-embarkation mission,” the operation aims to boost joint readiness, enhance domain awareness, and strengthen trust among the participating nations’ maritime forces. The mission represents an unprecedented move to promote interoperability among the Indian Coast Guard, Japan Coast Guard, US Coast Guard, and the Australian Border Force.

“The mission reflects the vision laid out at the Quad Leaders’ Summit and signifies a deepening of operational ties between our coast guards,” the defence ministry said in a statement.

The broader Quad agenda includes collaboration in areas such as infrastructure development, critical and emerging technologies, humanitarian assistance, and disaster relief. The maritime component—spearheaded by the “Quad-at-Sea” mission—has been recognized as a key pillar for advancing shared interests in maritime safety and regional stability.

India’s participation in the mission aligns with its strategic maritime vision of SAGAR (Security and Growth for All in the Region) and complements its efforts under the Indo-Pacific Oceans Initiative (IPOI), a multilateral framework introduced by Prime Minister Modi in 2019 to enhance regional cooperation and sustainable maritime governance.

The mission sets a strong precedent for future joint operations and signals the Quad’s growing commitment to ensuring peace, security, and resilience across the Indo-Pacific.
