Congresswoman Chrissy Houlahan (D-Pennsylvania) is leading a United States Congressional Delegation (CODEL) to Sri Lanka from July 27 to 30 in a visit that places Colombo firmly within Washington’s broader Indo-Pacific strategy and underscores the island nation’s growing strategic importance in the Indian Ocean.
According to a statement issued by the US Embassy in Colombo, Representative Houlahan’s visit is intended to strengthen the United States’ partnership with Sri Lanka and advance shared priorities for a free, open and prosperous Indo-Pacific region. The delegation will hold high-level meetings with government, military and political leaders to discuss a broad range of bilateral issues spanning security, economic cooperation and regional stability.
Houlahan, an Air Force veteran, serves on the House Armed Services Committee, where she is the Ranking Member on the Subcommittee on Military Personnel, and is also a member of the House Permanent Select Committee on Intelligence. Her committee assignments place defence, military affairs and intelligence at the centre of her Congressional responsibilities, giving additional strategic significance to the visit.
During their stay in Colombo, the delegation is scheduled to meet Deputy Minister of Defence Major General (Retd.) Aruna Jayasekara, Deputy Speaker of Parliament Dr. Rizvie Salih and Opposition Leader Sajith Premadasa, alongside other government, military and local leaders. The discussions will focus on strengthening bilateral cooperation and advancing shared priorities identified by both countries.
The Embassy said the visit reflects the United States’ commitment to a robust bilateral relationship with Sri Lanka, highlighting cooperation in countering transnational crime, expanding commercial ties, supporting economic development, and promoting regional stability and security cooperation. These priorities closely align with Washington’s long-standing policy of supporting a free, open and prosperous Indo-Pacific through stronger partnerships with countries occupying strategically significant maritime locations.
The delegation’s arrival comes at a time when the Indian Ocean has assumed even greater strategic importance. Earlier this year, international attention focused on waters south of Sri Lanka after the United States carried out a military strike on the Iranian warship IRIS Dena in international waters, an incident that resulted in significant casualties and prompted a major search-and-rescue and humanitarian response by Sri Lankan authorities. The episode highlighted the strategic significance of sea lanes surrounding Sri Lanka amid heightened regional tensions.
Representative Houlahan’s visit also continues a sustained pattern of high-level American engagement with Sri Lanka. In recent years, Colombo has received a succession of visits by senior US policymakers, defence officials, military commanders and diplomats as Washington has sought to strengthen cooperation on maritime security, defence partnerships, economic development and regional stability. The latest Congressional delegation reinforces that continuing engagement and reflects the growing importance attached to Sri Lanka within US regional policy.
Washington has consistently identified Sri Lanka as an important partner in promoting maritime security, democratic institutions, economic development and counterterrorism across the Indo-Pacific. Successive US administrations have emphasised the island’s strategic location along one of the world’s busiest maritime trade routes, making bilateral engagement an increasingly important component of wider regional policy.
