Egypt Grants Permanent Residency to Senior Palestinian Leaders Expelled from Syria

The move could strengthen Egypt’s influence over Palestinian political dynamics while providing a new base for leaders displaced by shifting power structures in Syria.

Egypt has granted permanent residency to several senior figures from Palestinian factions who were forced to leave Syria following the takeover of Damascus by Hayat Tahrir al-Sham (HTS) last year.

Among those receiving residency are Ziad Nakhaleh, Secretary-General of Palestinian Islamic Jihad (PIJ), and Jamil Mazhar, Deputy Secretary-General of the Popular Front for the Liberation of Palestine (PFLP). Both leaders had been based in Syria for years before the recent upheaval displaced many Palestinian organizations operating in the country.

Egyptian authorities are also considering a request from Dr. Talal Naji, Secretary-General of the Popular Front for the Liberation of Palestine – General Command (PFLP-GC), to obtain permanent residency.

The decision highlights Cairo’s role as a host and mediator in regional Palestinian politics. Egypt has long maintained ties with Palestinian factions and has frequently acted as a broker in ceasefire negotiations between Gaza-based groups and Israel.
