In an unprecedented move signalling a dramatic shift in regional dynamics, Saudi Arabia’s Minister of Defence, Prince Khalid bin Salman, has arrived in the Iranian capital, Tehran, in what has been described as the most senior visit by a Saudi official to the Islamic Republic in decades.

The unannounced and highly symbolic visit marks a major milestone in the warming of ties between the two regional powerhouses, once bitter rivals. Prince Khalid, who is both the brother of Saudi Crown Prince Mohammed bin Salman and the son of King Salman, delivered an official, handwritten message from the Saudi monarch directly to Iran’s Supreme Leader, Ayatollah Ali Khamenei.

A Message of Brotherhood

During the private meeting, held at the Supreme Leader’s office in Tehran, Ayatollah Khamenei welcomed the visit and emphasised the importance of regional cooperation over foreign dependency.

“It is far better for brothers in the region to cooperate and help one another than to rely on outside powers,” the Supreme Leader stated. “We must overcome the hostile forces trying to divide our nations.”

Prince Khalid echoed this sentiment in his remarks to Iranian officials, declaring that Saudi Arabia is ready to “strengthen ties with the Islamic Republic of Iran in all fields.”

He went on to say:

“Engagement and cooperation with the Islamic Republic of Iran is the cornerstone of regional security, which will lead to greater prosperity for the countries in our region. The Islamic world must act in a coordinated and unified manner against the occupation and expansionism practised by the leaders of the Zionist entity.”

“I came to Tehran today to present His Excellency, the great Supreme Leader, with our intentions to strengthen Iran-Saudi ties at all levels, and to form a partnership deeper and stronger than ever before.”

High-Level Meetings Continue

Following the meeting with Ayatollah Khamenei, Prince Khalid held talks with Iran’s newly elected President, Masoud Pezeshkian, as well as a joint delegation of Iranian political and military leaders. According to officials, the discussions focused on bilateral cooperation, regional security, and plans for deeper economic and diplomatic engagement.

In a statement released after the talks, Prince Khalid remarked:

“From now on I say openly and with pride – the Kingdom of Saudi Arabia considers Iran a friend, brother, and honourable neighbour.”

The visit paves the way for a forthcoming official state visit by Crown Prince Mohammed bin Salman to Tehran in the coming months, signalling a full normalisation of ties after years of geopolitical tension, including the severing of diplomatic relations in 2016.

Cooperation in Civilian Nuclear Development

Sources familiar with the discussions revealed that Iran has offered to assist Saudi Arabia in establishing its own civilian nuclear programme, potentially offering an alternative to an expected U.S.-Saudi nuclear deal. This gesture is seen by some analysts as both a sign of goodwill and a strategic move by Tehran to build long-term trust and interdependence with Riyadh.

Reactions and Regional Context

Commentators across the Middle East have noted that Saudi Arabia’s motivations may not be entirely altruistic. One regional analyst commented:

“In my opinion, the only reason the Saudis came to Tehran is because they’re worried about Yemeni missiles and drones targeting their oil installations in the Gulf. However, if that’s what it takes in order to have peace and a prosperous long-term relationship, then I will gladly accept the Saudis among us—if they are sincere.”

The analyst also cited a verse from the Qur’an that has circulated widely on regional media following the visit:

“And if they are inclined towards peace, then incline towards it also. Make peace with them, and put your trust in God, the All-Hearing and All-Knowing.” (Surah Al-Anfal, 8:61)

Wider Diplomatic Engagement

The visit to Tehran follows a flurry of regional diplomatic activity. Iranian Foreign Minister Abbas Araqchi recently travelled to Moscow, where he met with Russian President Vladimir Putin and conveyed a message from Ayatollah Khamenei. Discussions reportedly focused on nuclear issues, the war in Ukraine, and broader regional tensions in the Middle East.

As both Iran and Saudi Arabia seek to recalibrate their roles in a shifting global order, today’s meeting may well be remembered as a turning point—an opportunity to replace decades of hostility with a new era of regional cooperation, unity, and strategic partnership.
