US Navy Secretary John C. Phelan has stepped down unexpectedly, with the Pentagon announcing that his departure is “effective immediately” and offering no explanation for the move. The announcement, delivered by Pentagon spokesman Sean Parnell, stated that Phelan is “departing the administration” at once, and that Undersecretary Hung Cao will assume the role of acting secretary of the Navy.

The statement did not provide any reason for Phelan’s exit, nor suggest whether it was connected to ongoing US naval operations in the Middle East. It was later reposted without additional comment by Secretary Pete Hegseth, deepening speculation around the timing of the leadership change.

Phelan, a businessman and investor without prior military service, was sworn in as the 79th secretary of the Navy on March 25, 2025, following his nomination by President Donald Trump. He had served in the position for just over a year, overseeing the Department of the Navy during a period marked by rising geopolitical tensions.

His abrupt departure comes as the United States maintains a naval blockade on Iranian ports amid heightened friction in the region, particularly around the Strait of Hormuz. While a ceasefire has been extended and diplomatic efforts remain stalled, military posturing in the area continues to be described as active and sensitive.

Although the Navy secretary does not directly authorize combat operations, the role is responsible for overseeing readiness, deployments, and broader policy execution within the Department of the Navy. This makes the position strategically significant during ongoing military standoffs, particularly one involving Iran and critical maritime routes.

Hung Cao, previously serving as undersecretary of the Navy, will now take over in an acting capacity. Phelan had previously described Cao as central to efforts aimed at strengthening the Navy’s “warrior ethos” and improving overall service effectiveness across both the Navy and Marine Corps.

The leadership change follows a broader pattern of recent upheaval within the Pentagon. It comes only weeks after Secretary Hegseth dismissed Army Chief of Staff General Randy George along with two other senior Army generals, as part of what has been described as a wider internal restructuring effort within the US defense establishment.
