Saudi Arabia has unveiled its own artificial intelligence chatbot, designed to comply with Islamic values, as the kingdom ramps up investment in the burgeoning technology sector.
The chatbot, named Humain Chat, is currently available only in Saudi Arabia and aims to serve more than 400 million Arabic speakers and roughly two billion Muslims worldwide, according to its developers. Unlike Western counterparts such as Elon Musk’s Grok or chatbots from Google and OpenAI, Humain Chat is explicitly designed to align with the kingdom’s social and religious norms.
Humain, the company behind the chatbot, is owned by the Saudi sovereign wealth fund. The company has stated plans to expand the AI service in both Arabic and English to the wider Middle East and eventually international markets. Humain Chat is based on Allam 34B, a large language model (LLM) specialized in Arabic, promising “unmatched fluency in Arabic and deep alignment with Islamic, Middle Eastern and cultural nuance.”
“Allam 34B’s technology is proof that Saudi Arabia is shaping the future of AI on its own terms, with talent, IP, and infrastructure rooted at home, and built for the world,” the company said.
The chatbot includes safeguards intended to prevent content that conflicts with Saudi social and religious values. While it is unclear how Humain Chat will address sensitive topics such as atheism or homosexuality—both of which are illegal in the kingdom—it is expected to differ from Western chatbots, which may offer more permissive responses.
Regional AI Competition
Humain Chat faces competition from Falcon 3, a similar LLM chatbot developed in the United Arab Emirates. While the two Gulf neighbors are close allies, Saudi Arabia has been positioning itself as a leading business and technology hub in the region, seeking to surpass the UAE.
With backing of a $10 billion war chest from the Saudi sovereign wealth fund, Humain has invested heavily in AI infrastructure. The kingdom has also acquired US-made Nvidia chips for planned data centers, coinciding with international efforts to attract companies to relocate their regional headquarters from the UAE to Saudi Arabia.
Vision 2030 and Economic Diversification
The AI initiative is part of Crown Prince Mohammed bin Salman’s Vision 2030 agenda, which seeks to reduce Saudi Arabia’s reliance on oil revenue and expand business, tourism, and entertainment. Other multibillion-dollar ventures include gaming, sports, and the futuristic Neom city project, although some initiatives have faced delays.
Prince Mohammed has also introduced social reforms, including increased rights for women and broader entertainment offerings, which have earned popularity among the kingdom’s predominantly young population. Critics, however, continue to raise concerns about political dissent, the death penalty, and tensions with conservative segments of society over cultural changes.
As AI becomes a central focus of Saudi investment, Humain Chat represents both a technological milestone and a cultural statement, positioning the kingdom as a regional—and potentially global—player in the next era of artificial intelligence.
