US Eyes India’s Role in Fentanyl Trade as Tariff and Enforcement Measures Intensify

Washington examines chemical supply chains amid ongoing counter-narcotics collaboration

As US-India relations experienced tensions earlier this year, officials in the Trump administration were briefed on India’s role in the global trade of chemicals used to make fentanyl, according to sources familiar with the discussions, Bloomberg reports. Among the topics considered was whether India’s expanding participation in fentanyl precursor supply chains could justify new tariffs on Indian goods. Ultimately, it was India’s purchases of Russian oil that became the formal basis for boosting tariffs to a punitive 50% in August. While talks now point toward a possible easing of that levy, India’s role in the illicit opioid supply has drawn increasing US scrutiny.

US intelligence agencies identified India as the second-largest supplier of fentanyl precursor chemicals and pill-pressing equipment after China. The State Department also listed India, along with China, Colombia, Mexico, and others, as major drug-producing or transit nations. Officials stress these designations do not reflect counter-drug efforts by the governments themselves and carry no specific penalties. Nonetheless, US authorities have noted India’s importance as a source of chemicals for fentanyl production at a time when China is tightening controls, adding multiple precursors to export restrictions in October.

India has long cooperated with US-led narcotics operations, but enforcement is complicated by the rapid expansion of its pharmaceutical sector. The industry, dubbed the “pharmacy of the world” by Prime Minister Narendra Modi, exported $30.5 billion in drugs last fiscal year and is expected to reach $130 billion by 2030. Its scale and diversity make it difficult for authorities to track illicit activity, as many precursor chemicals have legitimate uses, enabling small operators to evade detection.

High-profile enforcement actions have included the indictment of Hyderabad-based Vasudha Pharma Chem Ltd. and three executives for allegedly selling the fentanyl precursor N-Boc-4-Piperidone to a DEA undercover agent. While two executives were arrested in New York and pleaded not guilty, charges against one were dismissed and discussions are ongoing for resolution of remaining cases. Vasudha has maintained the charges were wrongly brought and emphasized cooperation with US authorities, Bloomberg notes.

Other Indian companies, including Athos Chemicals and Raxuter Chemicals, have also faced federal fentanyl-related indictments this year, although cases remain pending. The legal complexity reflects the “grey area” in which certain chemicals exist: substances controlled in the US at the time of shipment may not have been regulated domestically in India, complicating prosecution and enforcement efforts.

Despite challenges, the US and India have maintained a decades-long counter-narcotics partnership through initiatives like the annual US-India Counternarcotics Working Group, joint operations, and intelligence sharing. Former White House drug policy director Rahul Gupta emphasized the cooperation, noting Indian officials are invested in both controlling narcotics and protecting their pharmaceutical sector.

Bloomberg reporting highlights the growing intersection of trade policy, international law, and counter-narcotics enforcement, illustrating how India’s role in the global fentanyl supply chain has become a focus of Washington’s efforts to curb the opioid crisis while balancing diplomatic and commercial considerations.
