Europe’s top law enforcement agency has issued a stark warning about the growing risks posed by AI-powered social robots, including the potential for exploitation in child grooming and other criminal activities. The Europol report, titled “The Unmanned Future(s),” highlights how emerging technologies designed to simulate empathy and human interaction could be manipulated by criminals and terrorists for malicious purposes.
While still in early stages, the report notes, social robots are already being used as companions and romantic partners, with AI systems increasingly capable of anticipating human needs and expressing convincing empathy. Europol warns that such capabilities could be exploited by predators seeking to groom vulnerable individuals, introducing what it describes as a “new modality of criminal social engineering.”
The report extends its predictions to 2035, envisioning a society where AI and robots are deeply integrated into the economy and daily life. Europol anticipates public frustration in economically strained regions, particularly among displaced workers, could spark violent attacks on robots and intense debates over “robot rights,” reminiscent of science fiction scenarios like the Animatrix Second Renaissance.
Law enforcement is expected to face complex challenges, investigating both crimes committed by robots—such as drones used in theft or automated vehicles causing injuries—and crimes against them, including sabotage, tampering, and ideologically motivated destruction. The agency also foresees a scenario where police departments themselves may resist technological change as AI and robotic systems begin to replace human officers, creating internal tensions reminiscent of a Robocop-like scenario.
Criminals are predicted to gain access to increasingly sophisticated tools, including pocket-sized AI-guided drones and 3D-printed, armor-plated unmanned ground systems, with firmware sourced from global conflict zones. Europol’s report underscores the blurring of boundaries between traditional policing and warfare, highlighting the urgent need for law enforcement to adapt to an era of autonomous machines and AI-driven criminality.
