State media KCNA reported that Kim oversaw the completion ceremony for 10,000 new houses in Hwasong District, marking a milestone toward the broader goal of 50,000 new homes set during the previous Eighth Congress five years ago. The construction push is being highlighted as a symbol of “transformational achievements,” with Kim stating that the Ninth Congress will set even more ambitious targets for restoration and creation in the capital. Analysts note the timing underscores the regime’s efforts to showcase domestic progress ahead of the political gathering, which reviews performance, sets policy, and can trigger leadership changes.
North Korean state television also featured Kim’s young daughter, Ju Ae, participating in the ceremony, congratulating residents and visiting recreational and commercial sites including an arcade-style gaming center, a musical instrument store, and an animal hospital. Observers in Seoul and international analysts have increasingly speculated that Ju Ae may be groomed for future succession, given her prominent visibility in state media.
Delegates for the Ninth Congress reportedly began arriving in Pyongyang on Monday, following patterns seen in previous sessions in 2016 and 2021, when the congress commenced three to four days after the arrival of participants. The completion of the housing project and Kim’s public appearances appear aimed at reinforcing the regime’s image of progress and stability as North Korea heads into one of its most important political events of the year.
