Japan’s beleaguered Fukushima Daiichi Nuclear Power Plant discharged 55,011 tonnes of nuclear-contaminated wastewater into the Pacific Ocean during fiscal year 2025, according to Tokyo Electric Power Company Holdings (TEPCO). The announcement, made in a news release on Tuesday, revealed that the wastewater contained approximately 16 trillion becquerels of radioactive tritium, raising fresh alarm among environmental groups and neighbouring nations.
TEPCO reported that the 55,011 tonnes were released over seven separate rounds between April 2025 and March 2026. The utility plans to carry out eight additional discharges in fiscal year 2026, projecting a total volume of roughly 62,400 tonnes. The cumulative impact of these releases is part of a broader ongoing programme: since Japan began discharging the treated wastewater in August 2023, a total of 18 rounds have been completed, amounting to approximately 141,000 tonnes of radioactive water poured into the ocean.
The discharges have been highly controversial from the outset. Despite international concerns and opposition from neighbouring countries, Japan proceeded unilaterally, insisting that the treated water meets safety standards set by the International Atomic Energy Agency (IAEA). Critics, however, warn that the long-term environmental effects are uncertain, particularly for marine ecosystems and the fishing industry, which has already faced reputational and economic damage due to the release.
Environmental activists argue that even treated wastewater carries risks, as tritium—a radioactive isotope of hydrogen—cannot be removed through standard filtration processes. While proponents contend that tritium decays over time and is diluted by ocean currents, opponents remain sceptical, pointing to potential bioaccumulation in marine life and the broader implications for food safety. Regional fisheries and local communities in Fukushima continue to express concern over both the environmental impact and the perception of contamination, which affects consumer confidence in seafood products.
Internationally, the releases have prompted calls for greater transparency and oversight. Governments in the Asia-Pacific region, including South Korea and China, have repeatedly voiced objections and demanded stricter monitoring. The United Nations and various environmental organisations have urged Japan to slow or halt the discharges until independent assessments confirm that there is no risk to human health or marine biodiversity.
TEPCO has defended the programme as necessary to manage the plant’s ever-growing stockpiles of contaminated water, which have accumulated since the 2011 disaster. The company emphasises that the treated wastewater is diluted before release to reduce radioactive concentrations to levels below regulatory limits. Nonetheless, the sheer volume of water released—over 55,000 tonnes in a single fiscal year—underscores the scale of the ongoing challenge at Fukushima.
Experts caution that the long-term consequences remain difficult to predict. Marine scientists note that ocean currents could disperse radioactive isotopes across a wide area, while environmental monitoring must continue for decades to track potential impacts on ecosystems and fisheries. Meanwhile, Japan faces a delicate balancing act: managing the technical realities of the Fukushima cleanup while addressing mounting domestic and international criticism.
As TEPCO prepares for an even larger release in fiscal year 2026, global attention is likely to intensify. The ongoing discharge of nuclear-contaminated water highlights the enduring legacy of the 2011 disaster and the complex, often contentious intersection of nuclear energy, environmental safety, and international diplomacy.
