NATO defense chiefs have been privately advocating for expanded engagement rules to permit the shooting down of Russian jets armed with ground-attack missiles. The move aims to create a “unified, single air and missile defense system” to address gaps in the ability to respond to Russian aircraft, according to reports.

US General Alexus Grynkewich, NATO’s supreme allied commander in Europe, has reportedly called for the initiative, noting that member states currently maintain differing rules of engagement for intercepting aircraft over their territories. The discussion comes in the wake of an incident last month, when Estonia requested NATO-wide consultations after claiming that Russian fighter jets briefly violated its airspace. Moscow, however, said the planes were on a routine flight to Kaliningrad over neutral waters.

NATO defense ministers met in Brussels on Wednesday to discuss the matter. Secretary General Mark Rutte emphasized that member states already possess the authority to neutralize any aircraft that pose a threat, adding, “We are not going to take down an airplane in NATO airspace if it does not pose a threat.”

Russia has condemned NATO’s warnings as “reckless and irresponsible,” with Kremlin spokesman Dmitry Peskov dismissing allegations of airspace violations as “groundless” and warning of the potential dangers of heightened tensions. The debate highlights growing concerns among NATO members about aerial security and the need for coordinated defense measures in response to Russian military activity.
