Ukraine to Present Revised Peace Plan to U.S. Amid Tensions Over Territory

Kyiv seeks a balanced settlement as European leaders rally to support Ukraine’s sovereignty.

Kyiv – Ukraine will share a revised peace plan with the United States on Tuesday aimed at ending Russia’s war, following high-level talks in London between President Volodymyr Zelenskiy and the leaders of France, Germany, and Britain, Reuters reported. As the conflict nears its fourth year, Kyiv faces pressure from Washington to quickly agree to a settlement, while trying to counter a U.S.-backed draft widely seen as favorable to Moscow.

Monday’s emergency meeting with British Prime Minister Keir Starmer, French President Emmanuel Macron, German Chancellor Friedrich Merz, and Zelenskiy was designed to strengthen Ukraine’s negotiating position. Zelenskiy told reporters that the revised plan contained 20 points but that no agreement had been reached on the issue of ceding territory, a key demand from Moscow. “The mood of the Americans, in principle, is for finding a compromise,” he said, stressing that Ukraine cannot give up any of its land.

Following the London talks, Zelenskiy flew to Brussels, where he met European Commission President Ursula von der Leyen, European Council President Antonio Costa, and NATO Secretary-General Mark Rutte. The EU leaders emphasized that any peace deal must respect Ukraine’s sovereignty and ensure long-term security. Zelenskiy described the meetings as “good and productive,” highlighting coordinated efforts with European and NATO partners.

Western leaders are also pressing for U.S. security guarantees to deter further Russian attacks. Discussions included leveraging frozen Russian assets in the West to provide funding for Ukraine, as urged by leaders from Estonia, Finland, Ireland, Latvia, Lithuania, Poland, and Sweden. European powers face the delicate task of negotiating terms that improve Kyiv’s position without forcing compromises that could destabilize the continent.

Zelenskiy outlined Ukraine’s priorities in a video address, emphasizing security, air defense, and long-term funding for the country’s defense. The war has intensified in eastern Ukraine, with Russian forces advancing and frequent power outages affecting cities due to strikes on critical infrastructure. Despite a U.S. ceasefire plan presented last month, there has been little indication that either Ukraine or Russia is ready to sign the framework, while Trump’s envoy and Jared Kushner reported no breakthrough from recent discussions.
