President Xi Jinping, chairman of the Central Military Commission, has signed an order to release a new set of regulations governing the awarding of military scientific research. The regulations, which will officially take effect on July 1, are a key component of China’s broader strategy to reinforce its armed forces through science and technology.

The newly issued regulations establish a structured and disciplined framework for recognizing scientific and technological achievements in the military domain. They emphasize the central role of combat effectiveness as the sole benchmark for evaluation, reflecting a sharp focus on operational readiness and real-world applicability in defense innovation. By aligning the award system closely with national and military strategic objectives, the reform underscores the Chinese leadership’s commitment to integrating cutting-edge research directly into the country’s defense apparatus.

According to the Central Military Commission, the revised rules refine the nomination and review processes, introducing more rigorous standards to ensure transparency, fairness, and relevance to core military goals. At the same time, the regulations call for stronger oversight in areas of discipline and confidentiality, safeguarding sensitive research from breaches while maintaining strict internal accountability.

Military analysts suggest that the move is designed to enhance the vitality of innovation across China’s defense research ecosystem. By institutionalizing recognition and rewards for meaningful scientific contributions, the government aims to incentivize greater breakthroughs in key areas such as artificial intelligence, missile systems, space technologies, and cyber capabilities.

With the implementation of these regulations, China seeks to accelerate its path toward building a modern, high-tech military force capable of operating with technological superiority. As part of Xi Jinping’s vision for a “strong military in the new era,” the reforms are expected to provide high-quality scientific and technological support to national defense while reinforcing the strategic transformation of the People’s Liberation Army.
