President-elect Donald Trump has announced the appointment of John Ratcliffe as the new CIA Director, marking Ratcliffe’s second high-level intelligence role within the Trump administration. Known for his firm stance on national security issues, particularly concerning Iran and China, Ratcliffe brings experience from his previous tenure as Director of National Intelligence (DNI) in 2020.

Ratcliffe, a vocal critic of President Joe Biden’s Middle East policy, has argued that Biden’s approach weakens U.S. influence in the region and endangers allies such as Israel. He has recently condemned Biden’s consideration of withholding arms to Israel, citing it as a critical misstep amid ongoing tensions in Gaza. Ratcliffe has long advocated for tougher measures on Iran and has expressed scepticism toward Biden’s diplomatic efforts.

Before his intelligence career, Ratcliffe, a former federal prosecutor, made a name as a staunch Trump ally in Congress, defending the former president during the 2019 impeachment proceedings and during Robert Mueller’s investigation into Russian interference in the 2016 election.

Ratcliffe’s record on China aligns closely with Trump’s hawkish stance, and his December 2020 op-ed in The Wall Street Journal warns of China’s intentions to dominate economically, militarily, and technologically. With Trump’s second term likely to prioritise a confrontational approach toward Beijing, Ratcliffe’s expertise on Chinese state surveillance and cyber espionage may shape a more hardline CIA focus.
