In its latest meeting, the Cabinet of Ministers of Sri Lanka approved several crucial proposals aimed at enhancing the nation’s political, economic, and educational frameworks. The decisions, which span various sectors including finance, international cooperation, education, and health, are expected to have a significant impact on the country’s development in 2025.
Finance Commission’s Recommendations for Provincial Grants
The Cabinet endorsed recommendations presented by the Finance Commission regarding the allocation of national budget grants to provincial councils for the year 2025. In accordance with the provisions of Article 154R of the Constitution, the Finance Commission provided its report outlining the financial needs for recurrent and capital expenses across each provincial council. These recommendations will now be tabled in Parliament for further discussion and approval.
Memorandum of Understanding with Italy for Political Consultancy Mechanism
A proposal to establish a political consultancy mechanism between Sri Lanka and Italy was approved by the Cabinet. This Memorandum of Understanding (MoU) aims to strengthen cooperation in various fields, including politics, economics, culture, science, and technology. The MoU will be signed between Sri Lanka’s Ministry of Foreign Affairs, Foreign Employment and Tourism, and the Ministry of Foreign Affairs and International Cooperation of Italy.
RIMES Ministerial Summit to be Held in Sri Lanka
Sri Lanka will host the fourth Ministerial summit of the Regional Integrated Multi-Hazard Early Warning System (RIMES) Organization, a UN-affiliated body with over 40 member countries. The summit, which focuses on improving early warning systems for disasters such as floods, storms, and landslides, is scheduled to take place in Colombo either in the last week of April or the first week of May 2025.
Strengthening Higher Education through International MoUs
Several Memoranda of Understanding between Sri Lankan universities and foreign institutions were approved to enhance collaboration in education and research. These agreements, aimed at raising Sri Lanka’s universities to global standards, cover partnerships with universities in China, Japan, Norway, Australia, India, and the United States. The MoUs will facilitate student and staff exchanges, joint research initiatives, and the development of new educational programs.
Extension of Health Facilities Enhancement Project
The Cabinet also approved an extension for the project aimed at enhancing health facilities in selected Sri Lankan hospitals. With assistance from the Chinese government, the project will upgrade 13 hospitals with new medical equipment and specialized units. While construction is nearly complete at eight hospitals, the project period has been extended until December 31, 2025, to ensure all activities are finished promptly.
Drafting of Land Utilisation Policy Planning Department Bill
The Cabinet gave its approval for the drafting of a Bill to formalize the operations of the Land Utilisation Policy Planning Department. This legislation will define the department’s duties and powers, providing a legal framework for the effective management of land resources. The move is part of ongoing efforts to strengthen land policy and management across Sri Lanka.
