Homebuyers Urge Government Intervention in Long-Stalled Kelsey Central Park Ja-Ela Project

Frustrated investors in the stalled Kelsey Central Park Ja-Ela Housing Project are calling for urgent government action after years of delays and inaction. On March 27, 2025, 79 affected customers met with senior officials from the Condominium Management Authority (CMA) and Sampath Bank to discuss unresolved mortgage and legal complications tied to the project.

Despite collectively investing Rs. 751 million, none of the buyers have received a completed housing unit or been issued deeds. The development, which promised modern residential units in a prime Ja-Ela location, has been marred by years of delays, leaving customers in financial and legal limbo.

During the meeting, stakeholders expressed deep concern over the lack of progress and transparency. Many are continuing to service housing loans for properties they have yet to occupy, further compounding their distress.

The group is now appealing to government authorities for immediate intervention to resolve the impasse, hold responsible parties accountable, and ensure the delivery of the promised housing units.

This case adds to a growing list of delayed or abandoned property developments across the country, highlighting the need for stricter oversight and consumer protection in the real estate sector.
