Hong Kong, the capitalist powerhouse often described as the “Mecca of Chinese capitalism,” is moving aggressively to reinvent itself as China’s premier scientific capital. Its skyline of luxury malls, financial towers, and neon-lit banks gives no hint of its political reality as a territory under Beijing’s authority — yet that paradox is precisely what the city now markets to global scientists. As reported by EL PAÍS, Hong Kong is leveraging its unique mix of autonomy, wealth, and Chinese state backing to become a strategic gateway between Western academia and China’s rising scientific empire.
At the Hong Kong Laureate Forum in early November — often referred to as the “Asian Nobels” — officials made their intentions clear. Timothy Tong, chairman of the Forum, openly appealed for global participation, describing Hong Kong as the entry point for Western researchers seeking both opportunity and influence. The event gathered 12 Shaw Prize laureates and 200 young scientists from 20 countries, creating an atmosphere that mixed futurism with the tension of a new geopolitical era. China now dominates numerous areas of research, the United States faces a period of scientific stagnation, and Europe confronts the reality that it must work more closely with China if it wants to remain globally relevant.
Despite the 2019 pro-democracy protests and the subsequent imposition of sweeping national security laws, Hong Kong is reframing its global narrative. Public dissent has disappeared, replaced by an ambitious plan to attract academic talent. Professors can earn salaries around $14,000 per month, enjoy rare academic freedom compared to mainland China, and enter the city visa-free. The strategy mirrors Hong Kong’s past formula for success in finance: easy access, minimal friction, and a built-in connection to the world’s biggest rising power.
The results are striking. Wolfgang Baumeister, a pioneering biologist from Germany’s Max Planck Institute and recent Shaw Prize winner, works in China because obtaining a €10-million microscope requires little more than a ten-minute meeting. China now possesses half of the world’s cryo-electron tomography microscopes, placing it far ahead of the U.S. and Europe. Baumeister also benefits from no retirement age and minimal time requirements inside the country. Yet he warns that geopolitical barriers are rising quickly: American researchers funded by the U.S. government are barred from collaborating with Chinese institutions. “Science is no longer an activity without borders,” he told reporters.
Other prominent scientists share similar concerns. Nobel winner Reinhard Genzel described the United States as being in decline and argued that Europe may need deeper cooperation with China to maintain research quality. Spanish biophysicist Eva Nogales, who arrived in Hong Kong without her laptop due to U.S. security restrictions, emphasized that China leads her field — cryogenic electron microscopy — in both scale and ambition. Their testimonies reflect a global realignment in which China’s rapid scientific ascent is forcing Western institutions to rethink long-standing assumptions.
China’s rise is also visible in hard infrastructure. EL PAÍS visited several of Hong Kong’s 30 new research centers, created since 2020 through more than $1 billion in government funding. One center is building a vast biobank to advance Alzheimer’s diagnosis by a decade, while others develop surgical robots capable of performing remotely coordinated operations between Hong Kong, Shanghai, and London. At yet another lab, capsules filled with millions of nanorobots are being engineered to remove arterial clots and return safely for extraction — a technology that has already succeeded in animal trials.
Meanwhile, traditional Chinese medicine is being reimagined through rigorous drug-development pipelines, in hopes of achieving the first global pharmaceutical approval for a compound derived from ancient remedies. At the Chinese University of Hong Kong, astronomers are constructing low-cost telescope arrays to rival major Western observatories and designing instruments soon to be deployed on the Greenland Telescope.
Despite economic uncertainty in both the city and mainland China, Hong Kong continues pouring resources into innovation. Cheng Shuk Han, who directs one of Hong Kong’s major R&D centers, put it bluntly: “Besides finance and dim sum, we do excellent science. Our message is for everyone, regardless of nationality: if you’re good, come.”
Hong Kong’s transformation is far from symbolic. With unprecedented funding, global recruitment, and deep integration with China’s scientific apparatus, the city is positioning itself as a central node in the emerging race for technological dominance — a race that could redefine the balance of global power in the decades ahead.
