Once an obscure backbone of the internet, data centers have emerged as a flashpoint of public and political debate across the United States, as communities push back against a rapid expansion driven by the artificial intelligence boom.
According to TechCrunch, 2025 marked a turning point in public awareness of data centers, with protests erupting in dozens of states against new server farm developments. Data Center Watch, which tracks opposition to such projects, says at least 142 activist groups across 24 states are now organizing to challenge the spread of data centers in their communities.
Activists cite a range of concerns, including environmental and potential health impacts, the controversial uses of artificial intelligence and, most prominently, rising electricity bills. As more data centers connect to local power grids, critics argue that households are being left to shoulder higher energy costs to support massive computing infrastructure.
The backlash comes amid an unprecedented surge in construction. TechCrunch reported that U.S. Census Bureau data shows spending on data center construction has jumped by more than 330% since 2021, reaching hundreds of billions of dollars. The pace of proposals has been so intense that analysts believe many planned projects may never be built. Still, the buildout shows few signs of slowing, with major technology companies such as Google, Meta, Microsoft and Amazon projecting significant capital spending, much of it directed toward new data centers.
The expansion has been further encouraged by Washington, where the Trump administration has made artificial intelligence a central policy priority. The launch of the Stargate Project earlier this year was framed as part of a broader push to “re-industrialize” the United States, helping set the stage for the massive AI infrastructure drive now unfolding.
As data centers move closer to residential areas, opposition has intensified. Danny Cendejas, an activist with the nonprofit MediaJustice, has been involved in multiple protests, including demonstrations in Memphis, Tennessee, against the expansion of Colossus, a data center project linked to Elon Musk’s startup xAI. He told TechCrunch that interest in organizing against data centers is growing rapidly and shows no signs of slowing.
Communities across the country have mounted similar campaigns. In Michigan, where developers are reportedly eyeing 16 potential sites, protesters gathered at the state capitol to oppose new projects. In Wisconsin, local resistance appears to have discouraged Microsoft from pursuing a 244-acre data center, while in California’s Imperial Valley, a small city has filed a lawsuit seeking to overturn county approval of a data center on environmental grounds.
The issue has begun to carry electoral weight. Rising electricity prices, widely linked by critics to the AI-driven surge in energy demand, are expected to feature prominently in political debates ahead of the 2026 midterm elections. Cendejas said the connection between data centers and household energy bills has sharpened public anger, especially as local governments offer subsidies to attract large tech projects while residents struggle with rising living costs.
Some campaigns have already succeeded in delaying or blocking developments. Data Center Watch estimates that projects worth around $64 billion have been stalled or halted due to grassroots opposition. Activists say this has emboldened communities to challenge future proposals.
The technology industry, however, is pushing back. TechCrunch noted that the National Artificial Intelligence Association has begun lobbying lawmakers and organizing site visits to promote the benefits of data centers, while companies such as Meta have launched advertising campaigns highlighting their economic impact. As the race to build AI infrastructure continues, the conflict between tech giants and local communities is set to intensify, ensuring that data centers remain firmly in the public eye well into 2026.
