Sri Lanka and the Maldives have taken a significant step toward strengthening bilateral relations with the signing of seven Memoranda of Understanding (MoUs) during the state visit of Mohamed Muizzu. The agreements, which span a wide range of sectors including tourism, education, health, sports, youth development, archives, and defence, signal a renewed commitment by both nations to deepen cooperation and expand their longstanding partnership.
The agreements were formally exchanged in the presence of Anura Kumara Dissanayake and President Muizzu at the Presidential Secretariat in Colombo. President Muizzu arrived in Sri Lanka on May 4 for a three-day official visit at the invitation of President Dissanayake, marking his first visit to the country since assuming office in 2023.
An official state reception ceremony was held on May 5 at the Presidential Secretariat, where both leaders engaged in bilateral discussions and later issued a joint media statement outlining the outcomes of their talks. President Dissanayake noted that the visit reciprocated his own trip to the Maldives in 2025 and emphasized the importance of continued engagement between the two neighboring island nations.
During the discussions, President Dissanayake expressed appreciation to the Maldivian government for its humanitarian assistance and support extended to Sri Lanka during a recent disaster period. He also highlighted climate change as a shared challenge, stressing the need for collaborative regional responses to mitigate its impact on both countries.
A key focus of the visit was economic cooperation and investment. President Dissanayake invited the Maldives to explore opportunities in several priority sectors, including information technology, artificial intelligence, fisheries, agro-processing, tourism, real estate, and urban development infrastructure. These sectors are considered vital to Sri Lanka’s economic recovery and long-term development strategy.
The agreements signed during the visit reflect a broad and multifaceted approach to cooperation. In the tourism sector, an MoU was exchanged between the two governments to promote collaboration and mutual growth. Another agreement focused on archival cooperation between the Department of National Archives of Sri Lanka and the National Archives of the Maldives, aiming to enhance knowledge sharing and preservation of historical records.
In the field of education, a Memorandum of Understanding was signed to support training and professional development for teachers and school leaders. This agreement seeks to strengthen institutional capacity and improve educational standards in both countries. Additionally, cooperation in higher education and academic exchange was reinforced through an agreement involving the University of Colombo and Maldivian health authorities.
Youth development and sports also featured prominently among the agreements, with both countries committing to joint initiatives aimed at empowering young people and promoting athletic collaboration. These efforts are expected to foster stronger cultural ties and people-to-people connections between the two nations.
Security cooperation formed another critical component of the partnership. Agreements were signed between the National Counter-Terrorism Centre of the Maldives and Sri Lanka’s Ministry of Defence, as well as between Maldivian defence authorities and the General Sir John Kotelawala Defence University. These agreements aim to enhance collaboration in areas such as training, intelligence sharing, and regional security.
Foreign Affairs Minister Vijitha Herath also held separate discussions with President Muizzu, further reinforcing diplomatic engagement and coordination between the two governments.
In a symbolic gesture of strengthening diplomatic presence, both countries agreed to allocate land for their respective High Commissions. Sri Lanka has allocated a plot of land in Colombo for the Maldivian High Commission, while the Maldives has reciprocated with land for the Sri Lankan High Commission in its capital. This move is expected to enhance diplomatic operations and deepen bilateral engagement.
President Muizzu’s visit also includes participation in a Business Forum aimed at promoting trade and investment between the two countries. The forum is expected to bring together government officials and private sector representatives to explore new opportunities for economic collaboration.
The visit has drawn significant attention in Colombo, with authorities implementing a special traffic management plan across key areas of the city to accommodate official movements and ensure security during the visit. A high-level Maldivian delegation, including cabinet ministers and senior officials, accompanied President Muizzu, underscoring the importance of the visit.
As President Muizzu continues his engagements in Sri Lanka until May 6, both sides have expressed optimism that the agreements signed will pave the way for stronger economic, cultural, and strategic ties. The visit highlights the growing importance of regional partnerships in addressing shared challenges and advancing mutual development goals.
