UN Human Rights Chief Volker Türk Urges Immediate Ceasefire Amid Escalating Lebanon-Israel Conflict, Calls for Accountability in Innovative Warfare Attacks

In an address to the United Nations Security Council, UN Human Rights Chief Volker Türk condemned the recent deadly attacks in Lebanon that killed at least 37 civilians, including two children, and injured more than 3,400 people. Speaking on 20 September 2024, Türk expressed deep concern over the growing impact of the Lebanon-Israel hostilities, calling for an immediate ceasefire, while denouncing the disturbing new trend of using communication devices as weapons.

During his statement, Türk detailed the horrific attacks on 17 and 18 September in Lebanon, where the detonation of pagers, two-way radios, and other electronic devices unleashed chaos in civilian spaces such as marketplaces and homes. “These attacks represent a new development in warfare, where communication tools become weapons, simultaneously exploding across marketplaces, on street corners, and in homes as daily life unfolds,” he said. The use of such devices has not only claimed lives but left thousands injured and health systems overwhelmed. “This cannot be the new normal,” he urged, condemning the situation as a blatant violation of international law.

Türk highlighted that war has established rules to minimize harm to civilians, emphasizing that all parties involved in the conflict must ensure attacks are proportional and discriminate between military and civilian targets. In this case, he pointed to the failure to abide by these principles. “Simultaneous targeting of thousands of individuals… violates international human rights law and, as applicable, international humanitarian law.”

The Human Rights Chief went on to stress that if military forces are unable to ensure an attack’s compliance with the principles of distinction and proportionality, “the attack should not be carried out.” Türk further described the use of these devices, which can masquerade as harmless objects, as a violation of the law prohibiting booby traps and classified their use as potential war crimes. He called for a “thorough and transparent investigation” and demanded accountability for those responsible for orchestrating these attacks.

This escalation is part of a broader conflict between Hezbollah and Israel that has raged since October 2023, a period that has seen civilian casualties on both sides. The violence, already deeply rooted in long-standing regional tensions, has continued to spiral. Türk underscored how this situation is connected to the larger regional conflict, including the war in Gaza and ongoing violence in the West Bank and East Jerusalem. As of August 2024, the Lebanese Ministry of Health reported over 500 deaths, more than 2,400 injuries, and the displacement of over 110,000 people in Lebanon. Israel, meanwhile, reported 48 fatalities and over 63,000 displaced. Cross-border military action has intensified, exacerbating an already dire humanitarian crisis.

Türk expressed his “outrage” at the immense toll on human life, particularly in Gaza, where over 41,200 Palestinians have been killed, including many women and children. He highlighted the catastrophic conditions in Gaza, where more than 100 hostages remain held by Hamas, and ongoing Israeli offensives have worsened the humanitarian crisis. In calling for an immediate ceasefire, Türk also demanded the release of all hostages and an end to arbitrary detention of Palestinians by Israel.

The UN Human Rights Chief warned of the potential for further atrocity crimes, particularly as the wider situation remains volatile, citing the importance of adhering to international law in preventing additional suffering. He called on the international community, especially states with influence, to work toward achieving a peaceful resolution. “Disrespect for international law is a matter of international peace and security,” he asserted, warning of the devastating global consequences of failing to uphold human rights and humanitarian principles.

Türk concluded his address by urging political leadership and diplomacy to break the cycles of violence that have gripped the region for decades. “This crisis requires political courage and leadership,” he stated, calling for a new path toward peace that prioritizes human rights and the protection of civilians.
