Europe’s Space Race Ignites With Failed German Rocket Launch and Nordic Rivalry

Norway-Sweden tensions flare as Europe scrambles to reduce reliance on U.S. satellites and establish its own launch sites

The European space race has officially entered its hot phase — and it began with a spectacular failure.

In March, a much-anticipated launch of Germany’s Spectrum rocket from Andøya, Norway — hailed as Europe’s first orbital attempt from its own soil — ended in disaster. Moments after liftoff, the rocket lost power, hovered mid-air, then crashed into the sea in a fiery explosion. While the mission was a failure, it marked a new era of competition, urgency, and geopolitical friction in Europe’s drive to assert autonomy in space.

At the heart of this push is a growing anxiety across European capitals: heavy dependence on U.S.-owned satellite constellations — particularly Elon Musk’s Starlink — has exposed vulnerabilities in communication, navigation, and security. In response, Europe is investing billions in building its own satellite infrastructure and, crucially, its own spaceports.

The Spaceport Showdown: Norway vs. Sweden

Leading this new space frontier are two Arctic rivals: Norway’s Andøya Spaceport and Sweden’s Esrange facility near Kiruna — both situated above the Arctic Circle. While Andøya drew first blood with the Spectrum launch (despite its fiery end), Sweden’s Esrange, operated by the Swedish Space Corporation (SSC), is preparing its own orbital launches and will soon host a test flight for the European Space Agency’s reusable Themis rocket.

But as ambitions grow, so do tensions.

Norway has issued a formal warning, citing safety concerns about Esrange’s launch paths potentially crossing Norwegian territory. A government-commissioned report warned that a failed Swedish rocket could threaten Norwegian lives, critical infrastructure like oil and gas facilities, local industries, and even the water supply.

“All space and air activities in Norway must be conducted safely,” said Tuva Bogsnes of the Norwegian foreign ministry. “There is a need for consent and cooperation with Norwegian authorities due to the risk.”

Swedish officials have pushed back hard, accusing Norway of attempting to exert a de facto veto over their space program. SSC CEO Charlotta Sund dismissed the concerns as overstated and emphasized that all launches would be “safe and high-quality.” Sweden’s Europe minister, Jessica Rosencrantz, struck a more diplomatic note, saying Stockholm remains open to finding a “co-operative solution that safeguards both Norwegian and Swedish security.”

What’s at Stake

Beyond national pride, the battle between the two spaceports reflects a much broader race for control of a space market expected to exceed £1 trillion annually by the 2030s. Esrange, which sprawls across an area three times the size of Greater London, is positioning itself as a hub for launching small satellites — a key part of Europe’s satellite independence strategy.

While the U.S. launched 145 rockets into orbit last year, Europe managed just three. For European governments and the European Space Agency (ESA), that imbalance is no longer acceptable — particularly as geopolitical tensions rise and access to U.S. space services becomes increasingly uncertain.

Lucía Linares, head of strategy at ESA, warned: “European citizens don’t realize how much we depend on satellites — from making a phone call to navigating public transport. With the global political context shifting so quickly, countries want to be resilient. The need for independence has increased.”

The Bigger Picture

NATO is urging an “aggressive timeline” for Europe’s first successful orbital launch from within its borders, viewing it as a key step toward defense and communication autonomy. ESA’s Themis program — part of Europe’s bid to develop reusable rocket technology — is expected to begin testing at Esrange later this year.

As these launches inch closer, the political tensions between Sweden and Norway may need to be resolved quickly — or risk delaying Europe’s entry into the orbital elite.

For now, the failed Spectrum launch is a cautionary tale. But if Europe wants to compete with the likes of the U.S., China, and even private actors like SpaceX, it will need to move fast, navigate internal rivalries, and ensure its first successful launch is more than just symbolic.

One thing is clear: Europe’s space age has begun — and it’s already turbulent.
