Why EU Strategic Autonomy Apart from the U.S. Is Currently Impossible

Among the wreckage the riots that have convulsed Paris may leave in their wake include President Emmanuel Macron’s pension reform; Macron’s ability to effectively govern for the next four years; and, quite possibly, the Fifth Republic itself. As The New York Times reported in March, protesters have been heard chanting, “Paris Rise Up…We decapitated Louis XVI. We will do it again, Macron.”

But another, less noted, casualty of Macron’s high-handed attempt to impose a neoliberal “reform” opposed by large pluralities of French citizens, may well be the idea of European strategic autonomy on matters relating to defense and foreign policy.

Hall Gardner, a professor of international relations at the American University of Paris tells me in his view, “Macron saw himself as the mediator between Russia and the West, but Putin’s invasion of Ukraine and seeming refusal to compromise hurt Macron’s international credibility, while Macron’s apparent inability to foresee the extent of French social protest against his proposed reforms in the French system of retirement reveal him to be a weak leader, who is not in touch with his citizens, so that Putin will attempt to play the Far Right and Far Left, and increasingly the Center, against him, so as to reduce French diplomatic and military support for Ukraine.”

“At the same time,” says Gardner, “the domestic crisis in France is so deep that it will weaken Macron’s efforts to play a constructive role in building an all-European foreign policy vis-a-vis Russia, the U.S. and other states.”

Macron had been pushing the concept of strategic autonomy for years, and during his first campaign for president in 2017 he pledged to “bring an end to the form of neoconservatism that has been imported to France over the past 10 years.”

From the perspective of American restrainers, this should have been welcome news; after all why, eighty years after the end of the Second World War and thirty years after the end of the Cold War is the United States, with $31 trillion in debt, still subsidizing the defense of Europe, which has over 100 million more people and a GDP of roughly $18 trillion?

But then the war in Ukraine came, and with it, a swift and effective effort by the Biden administration—through any means necessary—to impose a strict discipline among its NATO allies.

And so, in the aftermath of Putin’s illegal invasion of Ukraine, strategic autonomy’s future began to look bleak and the riots in Paris have now only served to further drive a stake through its heart.

Some might argue, however, that EU leaders are in fact pursuing a strategy of strategic autonomy as a result of the war in Ukraine. After all, European Commissioner for Internal Market Thierry Breton’s recently announced plans to transform the European Defense Industry Reinforcement Through Common Procurement Act (EDIRPA) into a vehicle through which the EU can meet the new defense requirements for the war in Ukraine. Still more, German Chancellor Olaf Scholz, in his much-heralded “Zeitenwende” (“Turning Point”) speech of last year, pledged €100 million in new defense spending.

But an increase in spending—something the Americans have, after all, been demanding of its European partners for years—is not an alternative strategy. The fact is, the war in Ukraine has consolidated American hegemony in Europe. Firstly, the financial and military contributions to Ukraine by the United States dwarfs the contributions made by EU member states.

And then there is the curious non-reaction by the leaders of the Germany parliamentary coalition, the Social Democrats (SPD) to the destruction of Nord Stream 2. As the German sociologist Wolfgang Streeck, emeritus director of the Max Planck Institute for the Study of Societies recently wondered:

“How long the German government can remain as subservient to the United States as it has now promised to be is an open question, considering the risks that come with Germanys territorial closeness to the Ukrainian battlefield – a risk not shared by the U.S.”

After conversations with German parliamentarians and activists from across the political spectrum over the past week, one comes away with the impression: Quite a good deal longer.

In Germany, the appetite for a freer hand in the formation of their own national security policy exists in pockets (on the part of the Left that still understands the value of Ostpolitik, and the far-right) but is nowhere evident among the political establishment and still less among Scholz’s coalition partners, particularly the bellicose Greens, who now seem to relish their role as a proxy for the U.S. foreign policy establishment.

Yet over the long term, Germany’s economic, energy and national security interests will likely dictate it come to reject (or take a polite pass on) American demands to sign up for the now looming global confrontation between Western democracies and Eurasian authoritarian regimes led by China and Russia.

Over time, Ostpolitik (The “Eastern Policy” of normalized relations with the communist states of Eastern Europe pursued by German Chancellor Willy Brandt in the late 1960s and early 1970s) may have a second life after all, given the German industry’s dependence on cheap natural gas and its ever-increasing trading ties with China: In 2021 two-way trade between Germany and China hit a record $320 billion.

But as things now stand, with Paris distracted by a populist revolt, Washington—with the enthusiastic backing of Warsaw, London, Prague, Riga, Tallinn, Vilnius, and the foreign ministry in Berlin—is exercising a kind of hegemony on the continent not seen since the days when President Reagan, against vast popular protests, placed Pershing II missiles in West Germany in late 1983.

To his great credit, Macron realizes—as did his model, the great Charles de Gaulle—that protracted U.S. hegemony over Europe is both unsustainable and indeed, given Washington’s ever-deepening involvement in the Ukraine war and the new cold war posture it has taken with regard to China, dangerous. But now he is likely helpless to pursue his favored alternative strategy.

In the end, a politically stable France and German buy-in are the two foundational prerequisites for strategic autonomy to succeed. And as of this writing, there is neither.

The Case for Diplomacy in Ukraine

As 2023 unfolds, we fear that American policy will continue to be characterized by both mission creep and the absence of any sort of diplomatic engagement with Russia.

Throughout the course of the war, the Biden administration has slowly, steadily, even stealthily increased America’s involvement. Calls from Kiev for more and more weapons have, at every turn, been met with President Biden’s acquiescence. Meantime, Congress has continued in its decades-long abdication of its constitutional responsibilities, opting instead to act as a rubber stamp on ever-increasing amounts of financial and military assistance to Ukraine. All the while, Kiev’s appetite has grown larger with the eating.

First went the Javelin anti-tank missiles, sent to Ukraine by President Donald Trump. Then came the Russian invasion and demands for M777 Howitzers; and Bradley fighting vehicles; and Patriot missiles; and HIMARS; and NSAMS; and M1 Abrams tanks; and long-range GLSDBs.

Kiev is now demanding the delivery of F-16s fighter jets.

Will we soon see the demand for American ground troops? If so, will we witness any political will in Washington to refuse such a request?

Whatever the case, it is worth keeping in mind that the true beneficiaries of Washington’s spending bonanza have been executives in the C-suites of Northrop Grumman, Lockheed Martin, Raytheon, General Dynamics, as well as those companies that are part of the network of what we might term “soft-power for-profits.”

Withal, there remains an alternative path the Biden administration might take as the year unfolds.

Writing in 1947, at the beginning of the first Cold War, the journalist and grand strategist Walter Lippmann observed that, “The history of diplomacy is the history of relations among rival powers, which did not enjoy political intimacy, and did not respond to appeals to common purposes. Nevertheless, there have been settlements.”

American diplomacy has too often been an exercise in strong-arming our friends (should they dare question Washington’s prerogatives) or toppling (either covertly or overtly) our perceived enemies, under Mr. Biden and his immediate predecessors, the practice of American diplomacy has been discounted and marginalized; even, thanks to the effects of the largely contrived Russiagate scandal, criminalized.

And while it is true that the ultimate responsibility for the war in Ukraine falls on the Russian president, Vladimir Putin, it is painful to recall that Mr. Biden and his predecessors were presented with numerous opportunities to avoid the current catastrophe.

Yet when presented with such opportunities, to back the Minsk peace process for instance, Washington has unfailingly demurred. When presented with a mainly reasonable draft treaty by the Russians in December of 2021, the Biden administration refused to even consider it. When presented with peace plans after the war began, Washington and its allies channeled the spirit of Melville’s Bartleby and declared that they would “prefer not to.”

At this juncture, with Russia at the start of a new offensive, we believe diplomatic engagement is the only moral and realistic policy available to President Biden and his advisors.

We hope they pursue it.

Vietnam Syndrome and 50 years of Paris Peace Accords

Friday, January 27th, marks 50 years since the signing of the Paris Peace Accords by representatives from the United States, North and South Vietnam effectively ending American participation in the Vietnamese civil conflict. What the Georgetown University international relations scholar Charles Kuphan calls an “isolationist impulse” made a “significant comeback in response to the Vietnam War, which severely strained the liberal internationalist consensus.”

As the Cold War historian John Lamberton Harper points out, President Jimmy Carter’s hawkish Polish-born national security adviser Zbigniew Brzezinski scorned his intra-administration rival, the cautious, gentlemanly secretary of state Cyrus Vance as “a nice man but burned by Vietnam.” Indeed, Vance and a number of his generation carried with them a profound disillusionment in the aftermath of Vietnam which shaped their approach to the world. And for a short time, the “Vietnam Syndrome,” (shorthand for a wariness and suspicion of unnecessary and unsupportable foreign interventions) occasionally informed policy at the highest levels and manifested itself in the promulgations of the Wienberger and Powell Doctrines which, in theory anyway, were set up as a kind of break on unnecessary military adventures.

But only hours after the successful conclusion of the First Gulf War, President George H.W. Bush declared, “By God, we’ve kicked the Vietnam Syndrome once and for all.”

And kick it Bush did: In the decades following his 1991 pronouncement, the United States has been at war in one form or another (either as a belligerent or unofficial co-belligerent as is the case with our involvement in Saudi Arabia’s war on Yemen and in Ukraine) for all but 2 of the 32 years that have followed.

The political-media atmosphere that now prevails in Washington makes it exceedingly difficult to believe such a thing as a ‘Vietnam Syndrome’ ever existed. Indeed, President Joe Biden’s handling of the war in Ukraine has been met with rapturous approval from the Washington media establishment, winning plaudits from all the usual suspects.

But what kind of success is it really, when the entire thing might have been avoided by judicious diplomatic engagement? Are we really to believe that a war resulting, so far, in 200,000 dead and 8 million displaced, has been worth an empty promise of NATO membership?

While the war has currently ground to a stalemate, the legacy media and various and sundry think-tank-talking-heads issue regular assurances of steady progress in the field and victory soon to come.

  • Writing in the Journal of Democracy this past September, political scientist and author of the End of History and The Last Man Francis Fukuyama exulted: “Ukraine will win. Slava Ukraini!”
  • Washington Post reporter Liz Sly told readers in early January 2023 that “If 2023 continues as it began, there is a good chance Ukraine will be able to fulfill President Volodymyr Zelensky’s New Year’s pledge to retake all of Ukraine by the end of the year — or at least enough territory to definitively end Russia’s threat, Western officials and analysts say.”
  • Newsweek, reporting in October 2022, informed readers by way of activist Ilya Ponomarev, a former member of the Russian parliament, that “Russia is not yet on the brink of revolution…but is not far off.”
  • Rutgers University professor Alexander J. Motyl agrees. In a January 2023 article for Foreign Policy magazine titled ‘It’s High Time to Prepare for Russia’s Collapse’ Motyl decried as “stunning” what he believes is a “near-total absence of any discussion among politicians, policymakers, analysts, and journalists of the consequences of defeat for Russia. … considering the potential for Russia’s collapse and disintegration.”
  • Also in early January, the former head of the U.S. Army in Europe, Lt. General Ben Hodges told the Euromaidan Press that, “The decisive phase of the campaign…will be the liberation of Crimea. Ukrainian forces are going to spend a lot of time knocking out or disrupting the logistical networks that are important for Crimea…That is going to be a critical part that leads or sets the conditions for the liberation of Crimea, which I expect will be finished by the end of August.”

As Gore Vidal once quipped, “There is little respite for a people so routinely—so fiercely—disinformed.”

Conspicuous by its absence in what passes for foreign policy discourse in the American capital is the question of American interests: How does the allocation of vast sums to a wondrously corrupt regime in Kiev in any way materially benefit everyday Americans? Is the imposition of a narrow, sectarian Galician nationalism over the whole of Ukraine truly a core American interest? Does the prolongation of a proxy war between NATO and Russia further European and American security interests?

In truth, the lessons of Vietnam were forgotten long ago. The generation that now largely populates the ranks of the Washington media and political establishment came of age when Vietnam was already in the rearview. Today, the unabashed liberal interventionists who staff the Biden administration came up in the 1990s when it was commonly thought the United States didn’t do enough, notably in Bosnia and in Rwanda. As such, and almost without exception, they have supported every American mis-adventure abroad since 9/11.

The caution which, albeit all-too-temporarily, stemmed from the “Vietnam Syndrome” is today utterly absent in the corridors of power in Joe Biden’s Washington. The Vietnam Syndrome is indeed kicked: Dead and buried.

But we may soon regret its passing.
