20 Years After Catastrophe in Iraq, the War Apologists Still Dominate U.S. Foreign Policy

In Warsaw last February, President Joe Biden condemned the lawless Russian invasion of Ukraine: “The idea that over 100,000 forces would invade another country—since World War II, nothing like that has happened.” One month later marked the 20th anniversary of the greatest U.S. foreign policy debacle since Vietnam: America’s “war of choice” against Iraq, with 130,000 U.S. soldiers invading the country to overthrow its government.

Given the scope of the folly, it is understandable that Biden would want to bury it in a memory hole. Although not as Orwellian as Biden, much of the commentary around the 20th anniversary similarly sought to explain or justify or diminish the calamity. This isn’t surprising, since few of the perpetrators, propagandists, and cheerleaders who drove us into the war suffered any consequence. Their reputations were re-burnished; their stature in America’s foreign policy establishment was retained. Bizarrely, those who led us into the disaster continue to dominate America’s major media platforms, while those who warned against it are largely pushed to the margins.

Putting a blush on the Iraq War is not an easy task. The Bush administration touted its preventive war doctrine, scorned the need for America, at the height of its unipolar moment, to seek authority from the United Nations, approval from NATO allies, or adherence to international law. Iraq was a target for neoconservatives long before 9/11, as the propagandists at the Project for the New American Century made clear. The push for the war began hours after 9/11, despite the fact that Saddam Hussein was an avowed enemy of Al Qaeda. The Bush administration campaigned to sell the threat, making it—as Secretary of State Dean Acheson wrote at the beginning of the Cold War—“clearer than the truth.” For message advice, the administration hired professional PR gurus—like Charlotte Beers, the Queen of Madison Avenue, straight from award-winning campaigns hawking Uncle Ben’s Rice and Head & Shoulders Shampoo. From the president on down, they sought to associate Saddam Hussein with 9/11, although they had no evidence of a connection that did not exist. Then they focused on the threat posed by Hussein’s alleged weapons of mass destruction. To overcome skeptical CIA analysts, Vice President Dick Cheney formed his own intelligence group, while über-lobbyist John Rendon invented an Iraqi National Congress headed by the nefarious financier Ahmed Chalabi, who provided “intelligence” on demand.

Despite the fearmongering, the administration faced the largest demonstrations ever organized against a war before it began—what The New York Times termed “a new superpower.” Germany, France, and NATO refused support; the UN denied sanction. But reporters and editorialists for the mainstream media echoed the administration’s claims; liberal pundits rushed to show their patriotic fervor. With few exceptions, liberal politicians signed on to preserve their “credibility.” The daily barrage of distortions and deceptions worked: on the eve of the war, two-thirds of Americans thought Saddam Hussein was behind 9/11, and nearly four-fifths thought he was on the verge of having nuclear weapons.

And so the catastrophe. The war cost the United States 4,600 dead, and over 30,000 wounded. Estimates of Iraqi casualties top 400,000, with a staggering 7 million refugees and millions more internally displaced. Sectarian conflict savaged Iraq. A new generation of jihadists arose and spread. Iran gained influence in the region.

America’s reputation has not recovered to this day. Most of the world has stayed out of the Russian-Ukraine conflict, dismissing U.S. hectoring about the “rules-based international order” as hypocrisy. China’s influence spread as the United States floundered in the endless wars in the Middle East. Americans are tired of wars without victory. The press squandered its credibility. And the arrogance and irresponsibility of foreign policy establishment was exposed—all contributing to Donald Trump’s victory in 2016.

Twenty years later, the war’s advocates and apologists struggle to justify their calamitous course, or to mollify judgments and achieve, in the words of Richard Haas, former president of the Foreign Policy Association, “an elusive consensus about the war’s legacy.”

One frequent excuse is that the war was a mistake or a tragedy, not a crime. The administration, it’s argued, really did believe that Hussein had weapons of mass destruction. It was, Hal Brands writes in Foreign Affairs, “an understandable tragedy, born of honorable motive and genuine concerns.” Despite the lack of evidence, a “critical mass of senior officials…talked one another into believing the most readily available justification,” concluded Max Fisher in the Times. In fact, the “war of choice” was the product of hubris, at a time when the United States was at the height of its power, driven by zealots who scorned law, evidence, and the “rules-based order.” Or as Secretary of State Colin Powell put it, reviewing the material provided for his UN speech, “This is bullshit.”

Others, risibly, suggest that Iraq is better off today as a result of the invasion. Saddam Hussein was a bad man, “the one indisputably real WMD in Iraq,” Times columnist Bret Stephens writes, justifying his support of the war. Getting rid of him is a boon for the Iraqis, Stephens argues, with “Iraq, the Middle East and the world better off for having gotten rid of a dangerous tyrant.” This breathtaking conclusion can only be made by ignoring the devastation wrought on the country, the region and America’s credibility. It is the same arrogance that led to regime change in Libya, with the result once more a bloody civil war.

Some, like David Frum, the Bush speechwriter said to have coined the term “the Axis of Evil” (the preposterous grouping of Iraq and Iran—two fervid enemies—with a North Korean regime that neither had any connection to), suggest the Iraqis bear much of the blame. We “offered Iraq a better future,” Frum tweeted. “Whatever West’s mistakes; the sectarian war was a choice Iraqis made for themselves.”

The price for failing to hold the perpetrators of this debacle accountable is that their worldview still dominates America’s national security establishment. Biden came into office pledging to create a foreign policy for the middle class, but he has proceeded to reaffirm America’s imperial delusion—that we have the resources, wisdom, and charter to police the world, to counter Russia and China in their own neighborhoods, while chasing terrorists, dropping bombs from drones in seven countries, and dispatching forces to over 100 countries across the world. We sensibly condemn Russia’s invasion of Ukraine as a violation of international law. Yet Richard Haass, a charter member of our foreign policy establishment, can write—apparently without irony—that the lesson to be drawn from Iraq is not opposition to aggressive war but that “wars of choice should be undertaken only with extreme care and consideration of the likely costs and benefits.” Surely, one of the enduring horrors of Iraq is that despite the calamity, our foreign policy establishment remains unshaken, and its worldview remains unchanged.

The Case for Diplomacy in Ukraine

As 2023 unfolds, we fear that American policy will continue to be characterized by both mission creep and the absence of any sort of diplomatic engagement with Russia.

Throughout the course of the war, the Biden administration has slowly, steadily, even stealthily increased America’s involvement. Calls from Kiev for more and more weapons have, at every turn, been met with President Biden’s acquiescence. Meantime, Congress has continued in its decades-long abdication of its constitutional responsibilities, opting instead to act as a rubber stamp on ever-increasing amounts of financial and military assistance to Ukraine. All the while, Kiev’s appetite has grown larger with the eating.

First went the Javelin anti-tank missiles, sent to Ukraine by President Donald Trump. Then came the Russian invasion and demands for M777 Howitzers; and Bradley fighting vehicles; and Patriot missiles; and HIMARS; and NSAMS; and M1 Abrams tanks; and long-range GLSDBs.

Kiev is now demanding the delivery of F-16s fighter jets.

Will we soon see the demand for American ground troops? If so, will we witness any political will in Washington to refuse such a request?

Whatever the case, it is worth keeping in mind that the true beneficiaries of Washington’s spending bonanza have been executives in the C-suites of Northrop Grumman, Lockheed Martin, Raytheon, General Dynamics, as well as those companies that are part of the network of what we might term “soft-power for-profits.”

Withal, there remains an alternative path the Biden administration might take as the year unfolds.

Writing in 1947, at the beginning of the first Cold War, the journalist and grand strategist Walter Lippmann observed that, “The history of diplomacy is the history of relations among rival powers, which did not enjoy political intimacy, and did not respond to appeals to common purposes. Nevertheless, there have been settlements.”

American diplomacy has too often been an exercise in strong-arming our friends (should they dare question Washington’s prerogatives) or toppling (either covertly or overtly) our perceived enemies, under Mr. Biden and his immediate predecessors, the practice of American diplomacy has been discounted and marginalized; even, thanks to the effects of the largely contrived Russiagate scandal, criminalized.

And while it is true that the ultimate responsibility for the war in Ukraine falls on the Russian president, Vladimir Putin, it is painful to recall that Mr. Biden and his predecessors were presented with numerous opportunities to avoid the current catastrophe.

Yet when presented with such opportunities, to back the Minsk peace process for instance, Washington has unfailingly demurred. When presented with a mainly reasonable draft treaty by the Russians in December of 2021, the Biden administration refused to even consider it. When presented with peace plans after the war began, Washington and its allies channeled the spirit of Melville’s Bartleby and declared that they would “prefer not to.”

At this juncture, with Russia at the start of a new offensive, we believe diplomatic engagement is the only moral and realistic policy available to President Biden and his advisors.

We hope they pursue it.

A Preface to Biden’s National Security Strategy

The Biden administration will soon release its National Security Strategy, which is being revised in the wake of Russia’s invasion of Ukraine. The document will no doubt trigger a renewed debate about how the United States should gear up for a new Cold War against Russia and China. But before we plunge into a global great-power competition, it’s worth recalling President Biden’s promise to create a “foreign policy for the middle class” and take a look at what most concerns Americans.

Congress is about to add tens of billions of dollars to the military budget. Unrepentant hawks scorn this as inadequate, urging a 50 percent increase, or an additional $400 billion or more a year. Aid to Ukraine totals more than $40 billion this year, and counting. A new buildup is underway in the Pacific. Biden summons Americans to the global battle between democracy and autocracy, implying that U.S. security depends on spreading democracy—and, implicitly, regime change—worldwide.

Americans, it is safe to say, have different—one might suggest more practical—concerns, as revealed in a recent Quinnipiac University poll. Asked about the most urgent issue facing the country today, 27 percent of respondents—the highest number—ranked inflation as No. 1, while only 2 percent ranked Ukraine at the top. In a range of Economist-YouGov polls over the past month, the top foreign-policy concerns included immigration and climate change.

The foreign policy “blob” may be gearing up for a global Cold War, but Americans are focused on security at home. According to a survey by the nonpartisan Eurasia Group Foundation, nearly half of Americans think the United States should decrease its involvement in other countries’ affairs; only 21.6 percent would increase it. Nearly 45 percent would decrease U.S. troop deployments abroad; only 32.2 percent would increase them.

Polls, of course, are merely snapshots—and war fever can transform opinion. However, a 2021 report by the Chicago Council on Global Affairs reported many of the same priorities. Far more Americans (81 percent) said they were concerned about threats from within the country than from outside the country (19 percent). Among foreign policy goals, more than 75 percent of respondents ranked protecting American workers’ jobs and preventing the spread of nuclear weapons, respectively, as very important. Ranked lowest were “helping to bring a democratic form of government to other nations” (18 percent) and “protecting weaker nations against foreign aggression” (32 percent).

What would a sensible strategy for the middle class look like? A recent paper from the Quincy Institute for Responsible Statecraft—“Managed Competition: A U.S. Grand Strategy for a Multipolar World”—offers a good start. The author is George Beebe, a former head of the CIA’s Russia analysis unit who is currently director of grand strategy at the institute.

Beebe argues that over the past three decades, “yawning gaps” have emerged not only between “America’s ambitions in the world and its capacity for achieving those goals,” but also between a “Washington foreign policy elite too focused on promoting U.S. primacy” and “ordinary Americans yearning for greater stability and prosperity at home.”

He echoes the priorities of most Americans, arguing that “the chief strategic challenge Washington faces today is not to win a decisive battle between freedom and tyranny but to gain a breathing spell abroad that will allow the country to focus on desperately needed internal recovery.”

He then outlines the core of a strategy for this time: a “managed competition” with Russia and China. Recognizing that our economic health is intertwined with China’s, and that Russia’s nuclear arsenal demands prudence, he would “avoid promoting regime change” or otherwise “undermining political and economic stability in Russia and China.” Instead, in a managed competition, our rivals would be countered not only by American power and alliances, but also by rebuilding “agreed rules of the game,” beginning presumably with efforts to revive nuclear arms agreements and create cyber agreements to limit these growing security challenges.

For this to occur, he notes elsewhere, there must be an agreed end to the war in Ukraine. Beebe concedes that Vladimir Putin’s attack required a strong American-led response. But as when Saddam Hussein invaded Kuwait, Beebe would distinguish between repelling Putin’s aggression and efforts to foster regime change in Moscow or to bring Ukraine into the Western orbit.

In the current euphoria over Russian reversals in Ukraine, this caution is likely to fall upon deaf ears. But a foreign policy for the middle class must find a way to curb our adventures abroad so that we can rebuild our democracy and strength at home. A Cold War against Russia and China might empower the foreign policy elite, enrich the military-industrial-congressional complex and excite our bellicose media, but it ignores the American people’s common sense.

Washington Wants a New Cold War—But That’s a Bad Idea

As China unleashed live-fire military exercises off the coast of Taiwan, simulating a real “reunification by force” operation in the wake of House Speaker Nancy Pelosi’s ceremonial visit to the island last week, the bipartisan fervor for a new Cold War with China and Russia took greater hold in Washington.

“Leaders in both parties,” Post columnist Josh Rogin reports, “understand that the United States has a duty and an interest in … pushing back against America’s adversaries in both Europe and Asia.” The United States showed that it could take on both China and Russia at the same time, he adds. The Senate voted 95-1 to add Sweden and Finland to NATO. The Taiwan Invasion Prevention Act enjoys bipartisan support. And politicians in both parties scrambled to give the Pentagon even more money than it asked for.

Cold War is America’s comfort zone. We won the last one. We wear the white hats. It’s democracy against authoritarianism. And we’ve got the biggest and best military. Who could object?

But haunting questions remain. Does a new Cold War—taking on Russia and China at once—serve the real security of Americans? Does it further President Biden’s promised “foreign policy for the middle class?” Might most Americans prefer that this country curb our enthusiasm for foreign adventure while focusing on getting our own house in order?

The existential threat to our security now is the extreme weather caused by climate change, which is already costing lives and billions of dollars in destruction from wildfires, floods, plagues and drought. Monkeypox reminds us that the deadliest attacks have come from global pandemics. Throwing money at the Pentagon doesn’t help. Wouldn’t it be better if Special Presidential Envoy John F. Kerry’s journeys got as much attention as Pelosi’s Taiwan performance? Addressing climate change and pandemics can’t be done without Chinese and Russian cooperation, yet the Chinese officially terminated talks on these issues in the wake of Pelosi’s visit.

Biden’s foreign policy team has focused on lining up bases and allies to surround and contain Russia and China. But the Ukraine war has revealed Russia’s military weakness. Meanwhile, sanctions have cut off access to Russian food, fertilizers and minerals vital to countries worldwide and might contribute to a global recession.

China is a true “peer competitor,” as the Pentagon calls it. But its strength is its economy, not its military. It’s the leading trading partner for countries across the globe, from Latin America to Africa to Asia. When Pelosi stopped in South Korea after her visit to Taiwan, South Korea’s president did not receive her. President Yoon Suk-yeol, we learned, was on a “staycation,” attending a play. The snub by a loyal ally, home to nearly 30,000 U.S. troops, is surely a reflection of the fact that China is South Korea’s leading trading partner. The United States would be well advised to focus—as China does—on developing the new technologies that will define the markets of the future, rather than spending more than $1 trillion on items such as a new generation of nuclear weapons that can never be used.

The revived Cold Warriors assert that the U.S. deployment of forces around China and Russia is defensive. But as Stephen Walt notes in Foreign Policy, this ignores the “security dilemma”: What one country considers innocent measures to increase its security, another might see as threatening. U.S. administrations kept asserting Ukraine’s “right” to join NATO as security against the threat posed by Russia. Russia saw the possible basing of NATO forces and U.S. missiles in Ukraine as a threat. Biden’s comment that Putin “cannot remain in power,” echoed by U.S. politicians, and the history of U.S. support for regime change around the world, weren’t exactly reassuring.

Though Washington formally accepts that Taiwan is a province of China, it arms the island and deploys more forces to the Pacific. Pelosi described her visit as an “unequivocal statement that America stands with Taiwan, our democratic partner, as it defends itself and its freedom.” Beijing views this as an attack on its national sovereignty, a violation of our official position, and as a provocation designed to spur independence movements in Taiwan.

The Cold Warriors assume that most of the world stands with us. True, our NATO allies rallied against Russia after its invasion of Ukraine, but two-thirds of the world’s population, according to the Economist, lives in countries that refuse to sanction Russia. Much of the developing world is skeptical or worse about U.S. claims regarding democracy or the rules-based order. This makes sanctions less effective—China’s purchases of Russian oil and gas, for example, have increased by 72 percent since the Ukraine invasion. It also reflects the growing strength of Chinese “soft power” and the declining currency of the U.S. military force.

Great powers decline largely because of internal weakness and the failure to adjust to new realities. In an era of dangerous partisan enmity, the reflexive bipartisan embrace of a new Cold War is a striking contrast. But the old habits don’t address the new challenges. This is hardly the way to build a vibrant American democracy.
