According to Gagnon, the strategic reality now demands the ability to maneuver, counter, and if necessary attack hostile systems in orbit.
Much of this urgency stems from the dramatic growth of China’s space-based intelligence architecture under Xi Jinping. U.S. officials estimate that China has expanded from fewer than 100 satellites in 2013 to roughly 1,900 today, with more than 500 dedicated to remote sensing missions designed to locate and track moving military targets. These platforms are believed to feed targeting data to long-range weapons, giving the People’s Liberation Army an increasingly sophisticated “kill chain” extending from orbit to the battlefield.
The United States has responded by experimenting with new satellite maneuvering techniques, deploying prototype spacecraft designed to practice rapid orbital movement and other tactics associated with both defensive evasion and potential counter-space missions. Military planners are also investing in distributed constellations made up of numerous smaller satellites, a strategy intended to make U.S. systems harder to disable while ensuring operational resilience if some assets are lost.
Officials emphasized that space-based capabilities underpin nearly every aspect of modern warfare, including missile warning, communications, navigation, and intelligence gathering. As rivals expand their ability to threaten those systems, the Pentagon has increasingly framed space as an active warfighting domain rather than a purely strategic support layer.
The shift has fueled debate over the risk of weaponizing space, with analysts warning that offensive counter-space technologies—from electronic warfare tools to directed-energy systems or highly maneuverable satellites capable of interfering with others—could accelerate a new arms race beyond Earth’s atmosphere. Space Force leaders argue they are responding to actions already taken by competitors, particularly China and Russia, which have demonstrated a range of anti-satellite and orbital tracking capabilities over the past decade.
At the same time, the service is expanding its ability to monitor activity in orbit through upgraded sensors and ground-based telescopes designed to detect smaller or less visible spacecraft. Enhanced “space domain awareness,” officials say, is essential to understanding adversary behavior and ensuring the United States can respond quickly to emerging threats.
