China recently reached out to NASA regarding a potential conjunction between satellites, marking the first instance of direct coordination between the two agencies over space traffic management. The event was disclosed by Alvin Drew, NASA’s Director for Space Sustainability, during a plenary session at the International Astronautical Congress (IAC) in Sydney, Australia, on October 2. “For years, if we had a conjunction, we would send a note to the Chinese saying, ‘We think we’re going to run into you. You hold still, we’ll maneuver around you,’” Drew said. “Just yesterday, we had a bit of a celebration because, for the first time, the Chinese National Space Agency reached out to us and said, ‘We see a conjunction amongst our satellites. We recommend you hold still. We’ll do the maneuver.’ And that’s the first time that’s ever happened.”
The move by the China National Space Administration (CNSA) underscores the increasing importance of international coordination as both the United States and China expand their presence in orbit. The United States, led by SpaceX’s Starlink constellation, and China, through its Guowang and Thousand Sails megaconstellations, are rapidly populating low-Earth orbit with thousands of satellites. This surge raises the risk of orbital collisions and underscores the urgent need for effective space traffic management systems.
According to Reuters, the incident highlights a broader shift in China’s approach to space situational awareness, suggesting its growing ability to monitor orbital activities and identify potential risks in real time. The capability aligns with priorities laid out in China’s 2022 space white paper, which emphasized enhancing orbital safety and developing technologies to remove debris from space between 2021 and 2026.
While the gesture represents a rare instance of practical communication between NASA and CNSA, it also comes despite the constraints of the U.S. “Wolf Amendment,” which restricts most bilateral cooperation between NASA and Chinese state entities. Even so, this exchange demonstrates that, amid geopolitical divides, the shared challenge of keeping Earth’s orbit safe may be fostering a new, pragmatic form of engagement between rival space powers.
