Germany’s ambitious PEGASUS program has moved from blueprints to reality, with the first of three advanced signals intelligence aircraft now undergoing flight testing in the United States. The jet, based on Bombardier’s Global 6000 business platform, was photographed earlier this year in Abilene, Texas, its sleek airframe modified with distinctive sensor housings that reveal the scale of Germany’s intelligence overhaul. The War Zone (TWZ), which obtained the exclusive images from aviation photographer @CorreaPhtgphy, reported that the aircraft made its maiden flight from Bombardier’s Wichita facility on October 23, 2024.
At the heart of PEGASUS—short for Persistent German Airborne Surveillance System—is the Kalætron Integral suite developed by Hensoldt, a system designed to sweep the electromagnetic spectrum for enemy communications and radar signals. Integration of the complex array is being managed by Lufthansa Technik Defense, alongside Hensoldt and Bombardier Defense. Although the first test aircraft currently flies without its full mission suite, it already carries visible fairings that hint at its hidden capabilities, including oval housings along its fuselage and a large sensor pod beneath the jet’s body. Smaller antennas on the tail and wings suggest additional data-gathering equipment will soon be fitted.
According to Hensoldt, Kalætron Integral will be capable of detecting emissions over a vast frequency range—from below 30 megahertz up to 40 gigahertz—with a detection radius of up to 250 miles. This range allows PEGASUS to collect electromagnetic intelligence from a safe distance, minimizing exposure to hostile air defenses while maintaining a high level of precision. Artificial intelligence and machine learning systems will help operators filter through the torrent of intercepted data, identifying patterns and threats faster than ever before.
The PEGASUS program represents Germany’s return to dedicated airborne signals intelligence after more than a decade. Its predecessor, the Euro Hawk drone project, was scrapped in 2013 after European regulators refused to certify the large unmanned aircraft for continental flight. That cancellation left the German armed forces without a strategic SIGINT platform and forced Berlin to reassess its intelligence priorities. Efforts to adopt the U.S. Navy’s MQ-4C Triton drone also failed to gain traction, leading to the decision to invest in a crewed aircraft solution instead.
The War Zone (TWZ) noted that the PEGASUS program has already begun to reshape Germany’s defense outlook. Hensoldt’s vice president of airborne SIGINT, Jürgen Halder, said that the current order of three aircraft may not be enough to meet growing global security demands. With multiple geopolitical flashpoints and the need for continuous monitoring, German officials are reportedly considering an expanded fleet. The first three aircraft are expected to be delivered between 2026 and 2028, with the first fully operational by 2027.
The aircraft’s arrival coincides with Germany’s broader modernization of its intelligence and surveillance forces. The Luftwaffe will soon operate both the PEGASUS and the P-8A Poseidon maritime patrol aircraft, the latter capable of gathering its own electronic intelligence while conducting anti-submarine missions. Together, they will give Germany one of Europe’s most advanced airborne surveillance networks.
The success of the PEGASUS project also reflects a global shift toward using business jets for high-tech military roles. Aircraft based on Bombardier’s Global series are now being adopted worldwide for intelligence, surveillance, and reconnaissance missions, including South Korea’s new AEW&C program and Sweden’s GlobalEye fleet. The United States has similarly chosen a Global 6000-based model for its Battlefield Airborne Communications Node program and a Global 6500 platform for its next-generation HADES surveillance aircraft.
However, as The War Zone (TWZ) points out, the reliance on non-stealthy, crewed platforms raises questions about survivability in contested airspace. Even with advanced sensors and standoff capabilities, aircraft like the PEGASUS could face significant risk in future conflicts against near-peer adversaries equipped with long-range air defenses. Despite those concerns, the program marks a major milestone for Germany’s intelligence community. After years of delays and failed drone projects, the Luftwaffe finally has a powerful new eye in the sky—one that could redefine how Europe listens to the world.
