Yet while the Arctic dominates headlines, Antarctica remains a largely overlooked arena where long-term strategic competition is quietly unfolding. According to The Soufan Center, the People’s Republic of China is steadily expanding its presence on the continent, positioning itself for potential future advantages.
This growing focus comes as global powers reassess vulnerabilities in supply chains and energy security, particularly following tensions linked to the Strait of Hormuz and other maritime chokepoints. Increased Russian and Chinese activity in the Arctic, along with renewed interest in regions like Greenland, has accelerated competition in the High North. Against this backdrop, Antarctica has emerged as a quieter but no less significant frontier, where strategic investments today could yield considerable geopolitical dividends in the decades ahead.
Antarctica is governed by the Antarctic Treaty System, established in 1959 to ensure the continent is used exclusively for peaceful and scientific purposes. The treaty explicitly bans military activity, including weapons testing and the establishment of military bases. It is further reinforced by the 1991 Madrid Protocol, which prohibits mineral resource extraction except for scientific research. Membership in the treaty system is divided between consultative and non-consultative parties, with decision-making power reserved for nations actively conducting substantial research. China secured its consultative status in 1985, granting it a voice in shaping the continent’s governance.
Despite these legal constraints, Antarctica’s extreme environment has historically limited large-scale development. More than 98 percent of the continent is covered in ice, making access difficult and infrastructure costly. However, climate change is gradually altering this reality. As ice recedes, previously inaccessible areas may become available for exploration, potentially revealing vast deposits of natural resources. Estimates suggest the continent could hold significant reserves of copper, oil, natural gas, and rare minerals, making it a potential prize in a resource-constrained world.
Beyond minerals, Antarctica holds immediate economic and ecological value through its marine ecosystem. Krill, a small crustacean central to the Antarctic food chain, is increasingly sought after for use in aquaculture, pet food, and nutritional supplements. Control over such resources, even indirectly through research and regulation, adds another layer of strategic importance to the region.
China’s expanding presence reflects a long-term vision that extends beyond scientific inquiry. The country currently operates multiple research stations across Antarctica, including ChangCheng, Zhongshan, and Qinling, along with seasonal facilities such as Kunlun and Taishan. Plans for additional stations are already underway. These installations are officially dedicated to scientific research, covering fields such as meteorology, marine science, and geomagnetism. However, analysts note that the infrastructure supporting these activities may also serve dual-use purposes.
Concerns about dual-use capabilities have been highlighted in assessments by the United States and independent research institutions. Facilities in Antarctica can support satellite navigation systems, communications networks, and even signals intelligence collection. Some Chinese stations are believed to function as ground points for the BeiDou satellite system, China’s alternative to GPS. Others may have the capability to monitor space activity or gather data from nearby countries, including Australia and New Zealand.
Such capabilities underscore the broader strategic value of Antarctica, not only as a repository of natural resources but also as a platform for technological and military advantage. The continent’s unique environment makes it ideal for satellite tracking, radio monitoring, and space weather observation—functions that can have both civilian and military applications.
China’s ambitions are further reflected in its stated goal of becoming a “polar great power” by 2030. To achieve this, Beijing has invested heavily in icebreakers, research vessels, satellite systems, and diplomatic engagement. Its growing fleet of ice-capable ships enhances its ability to operate in polar regions year-round. At the same time, China has actively participated in international forums to shape governance norms, seeking to expand its influence within the existing treaty framework.
While much of China’s activity remains within the legal boundaries of the Antarctic Treaty System, questions persist about the long-term implications. The treaty’s resource restrictions are not permanent; by 2048, member states can call for a review of the Madrid Protocol, potentially opening the door to commercial exploitation of mineral resources. Should this occur, countries with established infrastructure and experience on the continent would be best positioned to benefit.
The United States and its allies continue to monitor developments closely. Inspections of research stations and ongoing cooperation with partners such as Australia and New Zealand are part of broader efforts to ensure transparency and compliance with treaty obligations. However, concerns about funding constraints for U.S. scientific programs raise questions about whether Washington can maintain its presence at the same level as its competitors.
