Usually, an airport never closes, particularly when it happens to be London Heathrow – the second busiest international airport in the world.  Yet, it happened on 21st March this year, for the second time, 15 years after it closed as a result of the eruption of the Icelandic volcano Eyjafjallajökul in 2010.

Alan Dron, writing in Aviation Week on 21 March 2025 states that in the wake of the abrupt and unprecedented closure of London Heathrow Airport, airlines are now faced with the formidable task of recalibrating their operations. The disruption, triggered by a significant power outage, has left carriers grappling with the challenge of rerouting aircraft, rescheduling flights, and mitigating the cascading effects of aircraft displacement across global air traffic networks.

The article goes on to say that while the cause of the incident remains under investigation, counter-terrorism authorities have assumed control of inquiries into the fire that led to the airport’s incapacitation. At the time of writing, no conclusive evidence had been presented to suggest that the fire was the result of a deliberate act. Nevertheless, the gravity of the situation warrants a meticulous inquiry, given the implications for security, regulatory compliance, and operational resilience.

Heathrow Airport authorities have formally stated that the aerodrome will remain out of service until at least 23:59 local time on 21 March. However, irrespective of whether the airport succeeds in resuming operations at the projected time, the global ramifications of this event will persist for days. The displacement of aircraft, crew, and passengers will have a residual impact on air transport logistics, particularly given Heathrow’s role as a principal nexus in transatlantic and European aviation networks.

The outlook of the airline industry is far from sanguine. Swiss International Air Lines, anticipating prolonged instability, has already cancelled all Heathrow-bound bookings for 22 March. This decision underscores the extent of the operational and financial reverberations stemming from the airport’s shutdown. On an average day, Heathrow facilitates approximately 1,350 flight movements and accommodates nearly 300,000 passengers—numbers that amplify the sheer scale of the disruption.

The dominant carrier at Heathrow, British Airways (BA), is particularly affected, as it operates close to half of all flights to and from the airport. The airline was  compelled to divert inbound flights scheduled to land in the early hours of the morning, redirecting aircraft to alternative airports across the United Kingdom and Europe, including London Gatwick, Manchester, Birmingham, Glasgow, Amsterdam Schiphol, Shannon, and Madrid. Some flights, unable to secure viable diversionary options, were forced to return to their departure points. A spokesperson for BA indicated that the full extent of the disarray remains indeterminate, noting that while the airline is actively coordinating with Heathrow Airport authorities, the response strategy remains in flux due to the evolving nature of the situation.

A similar predicament confronts Heathrow’s second-largest operator, Virgin Atlantic. The airline has confirmed that all inbound and outbound services for 21 March have been cancelled, with subsequent operations remaining under review. Inbound aircraft have been redirected to alternate UK airports or ordered to return to their points of origin. A spokesperson for Virgin Atlantic reiterated that the airline is awaiting further guidance from Heathrow, characterizing the prevailing scenario as one of considerable uncertainty.

The ramifications extend beyond Heathrow’s immediate sphere of influence. London Gatwick has confirmed that it has thus far accommodated seven inbound diversions, though its capacity to accept additional aircraft remains contingent on the availability of stands and compatibility with varying aircraft types.

Airport Operations

This event, while undoubtedly disruptive, highlights a more fundamental issue—one that pertains to the resilience of critical airport infrastructure. The regulatory framework governing airport operations, particularly under the purview of The International Civil Aviation Organization (ICAO) and the UK Civil Aviation Authority, imposes stringent requirements for emergency power contingency planning. The prevailing question, therefore, is whether Heathrow’s existing mitigation strategies were adequate, and if not, whether any regulatory or operational lapses contributed to the severity of the outage. Given Heathrow’s status as a global aviation hub, the findings of the ongoing investigation will have far-reaching implications for international airport governance, particularly concerning compliance with ICAO’s Annex 14 and the UK’s Civil Contingencies Act 2004, Part 2, Section 22 of which prescribes that government ministers (via emergency regulations) can take necessary measures, including restricting movement or closing infrastructure such as airports if needed to prevent, control, or mitigate an emergency. Section 22(3) specifically allows prohibiting or requiring movement to or from a place, which could apply to airports..

In light of this, the necessity of robust emergency preparedness mechanisms—including the deployment of auxiliary power systems, the establishment of contingency protocols, and enhanced coordination between airports and national energy regulators—cannot be overstated. The incident at Heathrow is a stark reminder of the vulnerabilities inherent in modern airport operations and underscores the imperative for a recalibration of emergency response frameworks in global aviation.

Regulatory Framework

The sudden closure of Heathrow Airport due to a fire in the electrical grid supplying power to the facility presents significant legal and operational challenges. As one of the world’s busiest international aviation hubs, Heathrow is a critical node in the global air transport network. Any prolonged disruption not only results in massive economic losses but also raises concerns about regulatory compliance, emergency preparedness, and liability. This essay examines the legal and regulatory framework governing emergency planning for auxiliary power sources in airports, with specific reference to the ICAO’s Airport Operations Manual and relevant regulations in the United Kingdom. The following discussion is framed within the principles of international air law, state responsibility, and the duty of care owed to passengers and stakeholders in the aviation industry.

The ICAO Airport Operations Manual provides a comprehensive framework for emergency planning, including requirements for alternative power sources. Annex 14 to the Convention on International Civil Aviation (Chicago Convention) sets forth obligations for airport operators to ensure uninterrupted critical operations, particularly those related to air navigation and passenger safety. Section 9.1.4 of Annex 14 requires that airports have contingency plans in place to maintain essential services in the event of power failures. This includes the use of backup generators, uninterruptible power supply (UPS) systems, and rapid-response maintenance teams. Section 9.1.5 of Annex 14 mandates that aerodrome operators conduct periodic risk assessments of power infrastructure, incorporating redundancy measures such as secondary grid connections and microgrid solutions into airport design and operation. Furthermore, ICAO Doc 9137 (Airport Services Manual, Part 8) provides detailed guidance on airport electrical systems, emphasizing the need for resilient and well-maintained auxiliary power solutions to sustain operational continuity.

ICAO also underscores the necessity for coordination with national authorities. Section 2.17 of Annex 14 mandates collaboration between airport operators, air navigation service providers, and state authorities to ensure emergency power solutions align with national safety regulations. Compliance with these provisions requires regular testing of backup power systems and the conduct of emergency drills simulating electrical failures to assess response efficacy, as stipulated in ICAO Doc 9981 (Procedures for Air Navigation Services – Aerodromes).

The United Kingdom Legal and Regulatory Structure

The regulatory landscape in the United Kingdom governing airport emergency power supply is shaped by a combination of aviation-specific legislation and general infrastructure resilience policies. The UK Civil Aviation Authority (CAA), which oversees airport operations under the Civil Aviation Act 1982, mandates that airport operators maintain robust contingency plans for critical infrastructure failures. Section 57 of the Civil Aviation Act 1982 grants the CAA regulatory authority to impose operational requirements on aerodrome license holders, including power resilience planning. The Air Navigation Order 2016, specifically Article 206, requires aerodrome operators to maintain essential air navigation services at all times, with penalties for non-compliance in the event of preventable operational failures. CAP 168: Licensing of Aerodromes provides mandatory requirements for airport safety, stating in Chapter 3, Section 3.5.2 that backup power systems must be installed and maintained for critical operations, including air traffic control, runway lighting, and passenger terminal functions. The Civil Contingencies Act 2004, in Part 1, Section 2(1), classifies airports as Category 2 responders, requiring them to establish comprehensive emergency response plans, including alternative power strategies, in accordance with the UK’s national resilience framework. The National Infrastructure Commission’s Resilience Study (2020) further supports these legal provisions by advocating for enhanced energy security measures in major transport hubs.

Liability Issues

In the context of Heathrow’s closure due to an electrical grid fire, several compliance and liability concerns arise. Under Regulation (EC) No 261/2004, passengers affected by cancellations or severe delays may be entitled to compensation unless the disruption qualifies as an “extraordinary circumstance” beyond the airport’s control. Article 5 of the Regulation places the burden of proof on airport operators to demonstrate that all reasonable preventive measures were taken. If inadequate emergency planning contributed to the closure, Heathrow Airport Ltd. could face legal claims from affected passengers. Airlines operating at Heathrow may hold the airport liable for operational disruptions if contractual obligations regarding airport availability were breached. Heathrow’s ability to invoke force majeure clauses in its agreements will depend on whether the electrical grid failure was foreseeable and whether reasonable mitigation measures were in place. Compliance with ICAO and CAA standards is also at stake. If investigations reveal deficiencies in Heathrow’s emergency power planning, regulatory authorities such as the CAA and ICAO may impose sanctions, including fines or operational restrictions under Section 60 of the Civil Aviation Act 1982.

My Take

The fundamental objective of operations management in the aerodrome environment is the sustained and uninterrupted availability of essential operational services. This necessitates a structured and methodical approach to maintenance management, the scope of which is contingent upon the nature and complexity of operations at a given airport. It is evident that an international air transport hub of the magnitude of London Heathrow necessitates a far more intricate and comprehensive maintenance framework than an aerodrome catering exclusively to general aviation activities.

Preventive maintenance, in this context, is predicated on the regular and systematic inspection of systems and their constituent components with a view to identifying potential failures before they occur and implementing necessary measures to preclude such failures. Given the criticality of electrical power to virtually all airport systems, it is imperative that operational infrastructure—particularly those facilities integral to the provision of aviation technical services—be equipped with adequate standby power sources. These ensure continuity of function in the event of an unforeseen disruption to the primary power supply.

To prevent similar disruptions and ensure compliance with legal and regulatory requirements, airports must adopt best practices in emergency power planning. Investment in advanced energy resilience is necessary, with airports exploring microgrid technology, renewable energy integration, and battery storage solutions to enhance resilience against grid failures. Regular regulatory audits and emergency response drills must be conducted to test the efficacy of backup power systems, as required under ICAO Doc 9137 and CAP 168. Enhanced coordination with power suppliers is crucial, necessitating structured partnerships between airport operators and national electricity providers to ensure priority power restoration during emergencies. Passenger-centric contingency planning is also essential, ensuring clear communication with passengers and airlines during power failures through digital platforms and on-site support teams to mitigate legal exposure and reputational damage.

The closure of Heathrow Airport due to an electrical grid fire underscores the critical importance of regulatory compliance and robust emergency planning for auxiliary power sources.
