Hong Kong’s long-standing use of bamboo scaffolding has come under intense scrutiny following one of the deadliest building fires in the city’s history, a catastrophe that has shocked the world and prompted urgent questions about construction safety. As reported in the Times UK, the debate over whether bamboo should be phased out has resurfaced with new urgency after the inferno that tore through seven 31-storey apartment towers in the Tai Po district on Wednesday.
Firefighters and investigators are now combing through the charred remains of the buildings, where at least 128 people have been confirmed dead. Hundreds more are missing or unaccounted for, and authorities warn that the death toll is likely to rise as recovery teams continue pulling bodies from the towers. The fire spread rapidly across the complex, fueled by green plastic netting, foam insulation panels, and the dense framework of bamboo scaffolding wrapped around the buildings as part of an ongoing refurbishment.
Three senior executives of the construction company overseeing the project have been arrested on suspicion of manslaughter. The disaster has intensified pressure on the government, which had already begun moving to reduce reliance on bamboo scaffolding in favour of metal frameworks. Officials had announced earlier this year that half of all new public works contracts would require steel scaffolding after a recent string of accidents, including collapses that killed several workers.
Bamboo scaffolding, however, is deeply woven into Hong Kong’s identity. Towering yellow poles have long been a familiar sight from Kowloon’s ageing tenements to the glittering corporate towers of Central. They symbolise not only craftsmanship but cultural heritage: temporary bamboo theatres are still erected for traditional folk festivals, and the city’s film and television scenes often depict dramatic chases across bamboo frameworks. Hong Kong even showcased bamboo as an architectural art form at this year’s Venice Biennale.
Despite the recent tragedies, defenders of bamboo emphasise its advantages. Architects and engineers note that it is lightweight, low-cost, highly flexible and extremely fast to erect. Studies published in Civil Engineering say bamboo scaffolding can be assembled up to eight times faster than steel and costs only a fraction as much. The city’s cramped urban sites often favour bamboo’s adaptability over bulkier metal alternatives.
Some experts argue that bamboo was not responsible for the speed or severity of the Tai Po blaze. Lam Chiu-ying, a prominent scientist quoted by the Times UK, says the bamboo poles, which retain moisture, are relatively fire resistant. Images of the burned structures show the bamboo frames still standing hours after the towers were engulfed. Lam and others point instead to the flammable plastic mesh and foam window coverings used during the renovation as the likely accelerants.
Nevertheless, the pressure to reassess safety practices is mounting. Between 2019 and 2024, official data show 22 bamboo scaffolders lost their lives in accidents. Concerns over training, material consistency, and fire risk have led officials to accelerate the shift toward metal scaffolding, a change that critics fear could erode yet another piece of Hong Kong’s cultural distinctiveness at a time when many residents already feel their identity is under threat.
As the investigation continues and the community mourns an immense loss, the future of bamboo scaffolding — once a hallmark of the city — hangs in the balance.
