Nasa has announced the start of a $20 billion programme to build a permanent base on the Moon, describing it as one of the most ambitious engineering efforts in human history and a decisive step toward long-term human settlement beyond Earth. The plan, revealed on Tuesday, outlines a staged roadmap to establish a semi-permanent human presence on the lunar surface by 2032, with initial infrastructure work beginning this year.
The project, branded the Moon Base initiative, is designed as a three-phase campaign that combines government leadership with commercial space partners. Nasa administrator Jared Isaacman said the effort reflects renewed global ambition in space exploration, arguing that humanity is “looking up again” and preparing to remain on the Moon rather than merely visit it. He said every mission, whether crewed or uncrewed, will serve as a testbed for survival in one of the most extreme environments known.
The first major contract has been awarded to Jeff Bezos’s Blue Origin, whose Blue Moon Mark 1 lander, named Endurance, is expected to deliver equipment to the region near the Shackleton Crater at the lunar south pole as early as this autumn. Additional missions planned for 2026 will involve Astrobotic’s Griffin lander and Intuitive Machines’ Nova-C Trinity lander, which will transport rovers and scientific payloads, including equipment developed in collaboration with the European Space Agency.
Nasa expects to oversee up to 81 rocket launches and 73 lunar landings over the coming years as part of a coordinated effort with international and private-sector partners. Early exploration will focus on the Moon’s south pole, a region believed to contain water ice and other resources critical for sustaining long-term human activity. The first phase will deploy a fleet of scouting drones based on Mars helicopter technology to map difficult terrain and permanently shadowed areas, gathering high-resolution imagery and environmental data to support future missions.
In parallel, uncrewed lunar vehicles capable of travelling hundreds of kilometres will begin testing surface mobility, while satellite systems will be expanded to improve communication and navigation around the Moon. A specialised rover known as Viper will also be used to search for subsurface water ice, a key resource for future habitation.
The second phase of the programme, scheduled between 2029 and 2032, will focus on building early infrastructure and establishing semi-permanent living systems. This includes testing nuclear power systems designed to provide heat and electricity on the lunar surface, marking a significant step toward sustaining long-duration human presence.
The final phase, beginning from 2032 onwards, aims to transition the Moon Base into a continuously occupied outpost. Crews are expected to rotate in and out regularly, using local lunar resources for construction and life support systems, reducing dependence on Earth-based supply chains.
Nasa officials say the Moon Base programme is closely linked to the broader Artemis mission, which aims to return astronauts to the Moon for the first time since 1972. The first human landing in the modern programme is targeted for 2028, following earlier test missions that have already demonstrated key rocket and spacecraft systems.
Nasa leadership has framed the initiative as both a technological challenge and a stepping stone toward deeper space exploration, including future missions to Mars. Officials say organisational reforms are being implemented to accelerate mission delivery, streamline operations, and focus funding on high-impact exploration goals.
As preparations intensify, Nasa insists the Moon Base programme will redefine humanity’s relationship with space, transforming lunar exploration from short-term missions into a sustained human presence on another world.
