Oceans Absorb the Heat as Climate Costs Surge Beyond Carbon

Record ocean warming in 2025 exposes hidden economic losses and deepening risks to ecosystems, livelihoods, and coastal societies worldwide.

Global ocean temperatures climbed to some of the highest levels ever recorded in 2025, underscoring the relentless accumulation of heat within the Earth’s climate system and intensifying alarm among scientists. According to reporting and analysis by Inter Press Service (IPS), the warming of the world’s oceans is no longer just an environmental warning sign but an economic crisis, with ocean-related damages now estimated to be nearly double the global cost traditionally attributed to carbon emissions alone.

On January 14, the World Meteorological Organization confirmed that the planet has experienced its hottest 11-year period on record, with ocean heating accelerating despite the cooling influence of La Niña. Even under these conditions, 2025 ranked as the third hottest year ever observed. Over the past year alone, ocean temperatures rose by an estimated 23 zettajoules of heat, plus or minus eight, an amount roughly equivalent to 200 times the world’s total electricity generation in 2024. Scientists view this surge as one of the clearest indicators that global warming is intensifying rather than stabilizing.

The oceans absorb about 90 percent of the excess heat generated by greenhouse gas emissions, making them the planet’s primary buffer against more extreme atmospheric warming. As IPS reports, this role comes at a steep cost. Rising ocean temperatures threaten the ecological systems that underpin global prosperity, from fisheries and coral reefs to coastal protection and maritime economies. “Global warming is ocean warming,” said John Abraham, a professor of thermal science at the University of St. Thomas, emphasizing that the pace and scale of future warming can be measured most accurately by looking at the oceans.

This warming is already widespread and severe. Data from the WMO show that roughly one-third of the world’s ocean surface experienced conditions among the three warmest ever recorded for marine ecosystems, while more than half ranked within the top five. Regions such as the Mediterranean Sea, the North Indian Ocean, the South Atlantic, and parts of the Southern Ocean have seen particularly intense heating, placing immense stress on marine life.

The consequences of rising ocean temperatures extend far beyond heat alone. Human-driven carbon dioxide emissions are warming ocean waters while simultaneously reducing their ability to retain oxygen, a vital element for marine species. Warmer waters also accelerate ocean acidification, weakening coral reefs and shell-forming organisms, altering species physiology, and triggering mass die-offs. These cascading effects are driving widespread coral bleaching, the collapse of seagrass meadows, and the decline of kelp forests, eroding ecosystems that support fisheries, tourism, and coastal resilience.

As highlighted by IPS, these environmental impacts translate into growing human and economic costs. Warmer oceans intensify extreme weather, fuel stronger storms, and accelerate sea-level rise, increasing flooding, erosion, and displacement in low-lying coastal communities. Millions of people who depend directly on marine resources for food and income now face mounting insecurity as ecosystems degrade.

Yet many of the ocean’s benefits remain invisible in economic calculations. While seafood production and shipping are reflected in market prices, services such as coastal protection, recreation, biodiversity, and cultural value are often excluded. Environmental economist Bernardo Bastien-Olvera, whose work at the Scripps Institution of Oceanography was cited by IPS, describes these overlooked losses as the “blue cost” of carbon emissions. He argues that without assigning economic value to ocean damage, policymakers are unlikely to grasp the true scale of climate harm.

A recent Scripps study found that including ocean-related impacts nearly doubles the estimated global cost of carbon emissions. Without accounting for ocean degradation, the average social cost per ton of carbon dioxide was calculated at about 51 US dollars. When ocean losses were included, that figure rose by an additional 41.6 dollars, reaching 97.2 dollars per ton, a 91 percent increase. With global carbon dioxide emissions estimated at 41.6 billion tons in 2024, this translates into nearly two trillion dollars in ocean-related losses in a single year, costs that are largely absent from standard climate assessments.

The study also projects that market damages from ocean degradation could reach 1.66 trillion dollars annually by 2100. Non-market losses are already substantial, with recreational and cultural values estimated at 224 billion dollars per year and nutritional losses from declining fisheries adding another 182 billion dollars annually. Bastien-Olvera emphasized that many of these damages represent cultural and societal losses that cannot be easily replaced or compensated.

In response to these findings, governments and international institutions are stepping up efforts to curb emissions and protect marine ecosystems. The United Nations has renewed pressure on countries to meet their Paris Agreement commitments, while initiatives such as the Global Ocean Observing System and the High Seas Treaty aim to improve monitoring and safeguard biodiversity beyond national waters. Scientists are also experimenting with unconventional approaches, including small-scale efforts to counter ocean acidification, though such methods remain controversial and largely unproven.

Despite these efforts, researchers warn that continued warming is inevitable unless emissions fall sharply. As Abraham noted, as long as heat continues to accumulate in the Earth system, ocean temperatures will keep rising and records will keep falling. The defining uncertainty, he said, lies not in the science but in human choices. Whether governments act decisively or delay further will determine not only the future of the oceans, but the stability of economies and societies that depend on them.
