The severe weather facing the Northern Province (NP) of Sri Lanka demands immediate and collective action, as the region teeters on the brink of a weather crisis that could profoundly affect its people, infrastructure, and environment. From 21 to 30 November 2024, the region faces the grim prospect of severe adverse weather due to a developing tropical system in the Bay of Bengal. Preparedness is not just essential—it is a moral and practical imperative. The Chief Secretary’s Secretariat, through its Deputy Chief Secretary of Engineering Services, has issued critical warnings emphasising the need for vigilance and robust action.

The weather predictions are alarming. A combination of high sea surface temperatures, ranging between 29°C and 30°C, and the Madden-Julian Oscillation is creating the conditions for heavy rainfall, strong winds, and coastal flooding. Expected rainfall levels of 150 to 250 mm per day are staggering, with some areas likely to experience even heavier downpours. Wind speeds are forecast to reach 40–60 km/h, with gusts of 70–80 km/h along the coastline. The dangers include storm surges of up to a metre in regions such as Jaffna and Mannar, which are highly susceptible to coastal inundation.

The implications for the region’s infrastructure are significant. Recent tank monitoring data from the Northern Province shows that many reservoirs are near or at full capacity. For instance, the Kalmadu Tank currently stands at 73.61% capacity, while the Periyamadu Tank has reached 100%. With heavy rainfall anticipated, the risk of overflowing tanks and subsequent flooding is considerable. Rainfall levels in critical areas further illustrate the precarious situation: 114.3 mm at Iranamadu, 130 mm at Kanakarayan Kulam, and 112.8 mm at Muththuiyankaddu, as recorded on 26 November 2024. These figures highlight mounting concerns over the region’s ability to manage water resources safely under extreme conditions.

Adding to these risks is the high likelihood of landslides in hilly regions, particularly in areas such as Badulla. Historical data indicates that such events can be devastating, cutting off access to remote communities and threatening lives and property. Moreover, transportation networks are at significant risk. Flooded roads and washed-out bridges could severely disrupt movement, complicating emergency responses and the delivery of essential supplies.

Utility providers are urged to anticipate disruptions, with teams ready for the swift restoration of power and water supplies. Transport agencies must closely monitor road conditions and be prepared to clear blockages caused by flooding or landslides.

Public engagement is equally critical. Awareness campaigns must stress the importance of precautionary measures: securing loose items, assembling emergency kits, and evacuating when advised. Simple yet vital actions, such as avoiding flooded areas and checking weather updates, can save lives. The importance of adhering to these measures cannot be overstated, particularly in light of past tragedies where inaction or unpreparedness amplified the impacts of natural disasters.

Looking beyond immediate concerns, this impending crisis accentuates the urgent need for long-term solutions. Climate change is undoubtedly a key factor in the increasing frequency and intensity of such weather events. For Sri Lanka, particularly its Northern Province, investment in climate resilience infrastructure—such as improved drainage systems, stronger embankments, and advanced early warning systems—is imperative. Similarly, better land-use planning and water resource management are essential to mitigate the effects of extreme weather, ensuring reservoirs and tanks do not become liabilities during heavy rains.

The role of international support in bolstering local capabilities also warrants attention. Global expertise and financial assistance could help the Northern Province strengthen its disaster preparedness and response mechanisms. Partnerships with international organisations could facilitate the adoption of advanced technologies, such as real-time weather monitoring and predictive analytics, which are critical for managing such crises effectively.

Ultimately, the resilience of the Northern Province will be tested in the coming days. However, the outcome of this test will depend not only on the ferocity of the storm but also on the strength of human resolve and preparation. Authorities must act decisively, ensuring all possible measures are taken to safeguard lives and property. The public, too, must rise to the occasion, taking personal responsibility for their safety and that of their community.
