Water lies at the heart of South Asia’s economy and security. The Indus Basin supports approximately 300 million people and irrigates nearly 26 million hectares of agricultural land, making it one of the world’s largest irrigation systems. For countries whose economies, food systems, and livelihoods depend on shared rivers, water is both a source of cooperation and political friction. Few issues illustrate this reality more clearly than the Ratle Hydroelectric Project on the Chenab River, which has become a focal point in debates over treaty compliance, transparency, and the future of water diplomacy between India and Pakistan.
The 850 MW Ratle Hydroelectric Project is a run-of-the-river scheme located near Drabshalla in the Kishtwar district of Jammu and Kashmir. The project includes a 133-meter-high concrete gravity dam, diversion tunnels, and an underground powerhouse equipped with four 205 MW Francis turbine units and an additional 30 MW auxiliary unit. While hydropower development is a legitimate objective for countries seeking to meet growing energy demands, Ratle has generated persistent concerns in Pakistan regarding several of its design characteristics and their consistency with the provisions of the Indus Waters Treaty (IWT).
Signed in 1960 with World Bank support, the IWT remains one of the world’s most durable water-sharing agreements. It allocated the eastern rivers to India and the western rivers—including the Chenab-to Pakistan while permitting limited upstream uses by India under specific technical conditions. For more than six decades, the treaty survived wars, military crises, and prolonged political tensions, demonstrating that cooperation over shared resources could endure despite broader geopolitical disputes.
Pakistan has consistently argued that several design features of the Ratle project, particularly its pondage capacity, spillway configuration, and intake levels, exceed what was originally envisaged for run-of-the-river projects under the treaty framework. From Islamabad’s perspective, these features provide a degree of operational flexibility that could allow greater control over the timing and volume of downstream flows. India rejects this interpretation and maintains that Ratle complies fully with treaty provisions. Indian officials argue that the project’s pondage and gated spillways fall within the parameters permitted under Annexure D of the treaty and that operational flexibility is necessary for sediment management, flood handling, and efficient power generation.
The disagreement is therefore about more than engineering. It reflects different interpretations of how the treaty should be applied to modern hydropower infrastructure. For Pakistan, the issue also carries significant economic implications. The Chenab River is a critical component of the Indus Basin irrigation system, supporting agricultural production across Punjab and other regions. Agriculture contributes approximately 22 percent of Pakistan’s GDP, employs nearly 37 percent of the labour force, and accounts for more than 80 percent of freshwater withdrawals. Any infrastructure capable of influencing water availability during critical sowing or harvesting periods inevitably raises concerns regarding agricultural productivity, food security, and rural livelihoods.
Yet the debate surrounding Ratle extends beyond project design. At its core lies a broader concern about transparency. Effective transboundary water governance depends not only on infrastructure compliance but also on timely access to hydrological and operational information. River-flow measurements, reservoir operation schedules, sediment management data, and technical design details are essential for assessing downstream impacts and maintaining confidence in treaty implementation.
Pakistan has repeatedly argued that the hydrological and operational data made available in relation to Ratle remain insufficient for independently assessing potential downstream implications. The absence of timely and comprehensive information limits the ability of downstream stakeholders to evaluate how project operations may affect seasonal water availability, irrigation planning, and long-term water management.
From Pakistan’s perspective, the concerns surrounding Ratle extend beyond questions of engineering design to the broader issue of transparency. Pakistani officials argue that disputed project features, combined with limited access to hydrological and operational data, make it difficult to independently assess potential downstream impacts on water availability and agricultural production. In their view, the absence of comprehensive information increases uncertainty regarding how the project may be operated during critical irrigation periods and weakens the confidence-building mechanisms that have historically supported treaty implementation.
Ratle attracts attention not only because of its size and location on the Chenab River but also because it follows earlier disputes over the Baglihar and Kishanganga projects. Together, these cases have become central to broader disagreements over treaty interpretation and infrastructure development on the western rivers. As a result, Ratle has become more than a disagreement over a single dam; it has emerged as a test of confidence in the treaty framework itself.
The dispute has acquired additional significance following India’s decision to place the Indus Waters Treaty in abeyance in 2025. The move intensified concerns regarding the future of treaty-based cooperation, particularly in areas such as data sharing, dispute resolution, and institutional engagement. It also marked the most serious challenge to the treaty framework since its signing in 1960.
These developments are unfolding at a time when climate pressures are increasing across the basin. Scientific studies indicate that glacier and snowmelt contributions account for roughly 40-50 percent of annual flows within the Indus River system. At the same time, climate change is altering precipitation patterns, accelerating glacial retreat, and increasing the frequency of extreme weather events throughout South Asia.
Pakistan’s devastating 2022 floods affected approximately 33 million people and caused economic losses exceeding $30 billion. Moreover, Pakistan’s 2025 monsoon floods affected millions of people across the country, with estimates ranging from more than 6.9 million people affected nationwide to over 4.4 million affected in Punjab alone. By September 2025, flood-related fatalities had exceeded 900, while extensive damage was reported to crops, homes, and critical infrastructure. Beyond the immediate human and economic costs, the disaster served as a reminder of how vulnerable the Indus Basin has become to climate extremes. Scientists expect greater variability in river flows as glaciers retreat and weather patterns shift. Under these conditions, access to reliable hydrological information and sustained cooperation between riparian states becomes increasingly important.
Ultimately, Ratle matters because it raises questions that extend far beyond a single hydropower project. The dispute touches on issues of treaty implementation, transparency, institutional credibility, and the management of a shared river system upon which millions of people depend. While India views the project as a legitimate exercise of its treaty rights, Pakistan sees it as part of a broader pattern of concerns regarding operational control, data transparency, and the future reliability of treaty-based water cooperation.
For more than six decades, the Indus Waters Treaty helped ensure that water disputes did not become larger political crises. Whether it can continue to play that role will depend not only on legal interpretations and technical assessments but also on the willingness of both sides to maintain transparency and preserve channels of cooperation. The question confronting South Asia today is no longer simply how water will be shared, but whether the institutions that made cooperation possible can endure in an era of growing strategic competition and climate uncertainty.
