China’s New Five-Year Plan Signals Bold Push to Dominate AI and Advanced Technology

Beijing vows “extraordinary measures” to accelerate scientific breakthroughs, boost research spending, and achieve technological self-reliance by 2030

China’s leadership has reaffirmed its ambition to become a global leader in artificial intelligence and advanced technology through a new five-year national strategy that emphasizes scientific innovation, technological self-reliance, and expanded research investment. According to a report by the scientific journal Nature, the country’s newly approved 15th Five-Year Plan outlines an aggressive roadmap aimed at positioning China at the forefront of emerging technologies between 2026 and 2030.

The plan, passed by China’s top legislature in Beijing, represents the country’s overarching national development blueprint for the next five years. It pledges “extraordinary measures” to strengthen China’s capabilities in areas such as artificial intelligence, quantum technology, biotechnology, and deep-space exploration. The strategy reflects a growing confidence among Chinese policymakers that the country can move beyond catching up with other technological powers and instead emerge as a global leader in innovation.

Researchers cited by Nature say the tone of the new plan reflects a shift in mindset within China’s scientific leadership. Meicen Sun, an information scientist at the University of Illinois Urbana-Champaign, noted that while earlier policies emphasized narrowing the gap with the United States, the current strategy suggests Chinese policymakers now believe the country has a realistic opportunity to lead in critical technological fields.

To support this ambition, the Chinese government has pledged to increase spending on research and development in the coming years. China’s science budget alone is expected to reach 426 billion yuan, equivalent to about 62 billion US dollars, representing a 10 percent increase from the previous year. The investment signals that scientific development is being placed alongside other major national priorities such as economic growth, defense, and global influence.

A central component of the plan focuses on overcoming technological bottlenecks that have historically limited China’s ability to produce key technologies domestically. These challenges include reliance on foreign-made advanced semiconductor chips and other critical components. The strategy calls for breakthroughs across the entire development chain in several sectors, including integrated circuits, industrial machine tools, advanced instruments, basic software, advanced materials, and biomanufacturing.

Experts say this comprehensive approach means China intends to strengthen its domestic capabilities at every stage of technological development. Political economist Steven Hai of Xi’an Jiaotong-Liverpool University told Nature that the policy effectively commits China to building independent technological ecosystems across these industries.

The renewed focus on technological self-sufficiency is also widely viewed as a response to intensifying strategic competition with the United States. Legal scholar Zhou Weihuan from the University of New South Wales noted that geopolitical tensions and technology restrictions have elevated the urgency of eliminating technological choke points within China’s economy.

Although the plan does not specify all of the “extraordinary measures” that will be implemented, researchers suggest the government may expand initiatives aimed at attracting international talent. One example is the recently introduced “K visa,” designed to recruit foreign scientists and specialists to contribute to China’s research ecosystem.

Artificial intelligence occupies a particularly prominent place in the new strategy. The government plans to expand the application of AI across industries and public administration through a nationwide initiative known as “AI plus,” which promotes the integration of artificial intelligence into manufacturing, infrastructure, governance, and other sectors. According to analysts cited by Nature, AI development is increasingly being treated as a strategic national resource requiring secure supply chains, including chip manufacturing, foundational software, and advanced training systems.

China’s growing confidence in artificial intelligence was reinforced earlier in 2025 when the technology start-up DeepSeek unveiled two large language models capable of rivaling leading systems developed by major American technology firms while using significantly fewer computational resources. Researchers say breakthroughs such as these have strengthened China’s belief that it can compete at the highest level of the global AI race.

The new five-year plan also signals a shift in how innovation will be organized within the country. While Chinese research has traditionally been dominated by state-run universities and research institutes, the plan identifies private companies as the main drivers of technological innovation. Policymakers hope that giving firms greater autonomy will allow them to identify critical research priorities, lead development efforts, and bring scientific discoveries to market more rapidly.

Collaboration between companies and universities is expected to play a major role in cultivating skilled talent, particularly engineers and technical specialists needed for strategic industries. Such partnerships combine the research strength of academic institutions with the financial resources and employment opportunities offered by private companies, helping ensure that scientific work aligns with broader economic and societal needs.

Despite the ambitious scope of the plan, analysts caution that implementation may present challenges. One concern is whether different levels of government will provide companies with enough flexibility to innovate without imposing rigid administrative requirements. Another challenge involves distributing research funding and resources evenly across the country, particularly in regions that currently lack strong scientific infrastructure.

Nevertheless, the strategy signals a clear message from Beijing that technological leadership is now central to China’s long-term national vision. As highlighted in Nature’s analysis, the 15th Five-Year Plan reflects a broader effort to position the country not only as a major participant in global technological competition, but as a defining force shaping the future of science and innovation.
