Water, in contemporary international relations, is far more than a natural resource; it is a strategic asset that shapes national power, environmental security, and state resilience. For Pakistan, a state of over 240 million people located in one of the world’s most climate-sensitive regions, water security has become inseparable from national security. The government’s accelerated pursuit of four major dam projects under the ambitious “Decade of Dams” initiative reflects a clear exercise in realist statecraft: a proactive effort to strengthen strategic autonomy, secure vital resources, and safeguard long-term national interests in an increasingly uncertain hydro-climatic environment.
Water availability per capita is now below the critical threshold of 1,000 cubic meters per year because of the rapid melting of glaciers in the Himalayas, alterations in the monsoonal cycle, and population growth. To aggravate the problem, Pakistan faces growing concerns regarding the implementation and interpretation of the Indus Waters Treaty (1960), particularly in light of upstream infrastructure development on the western rivers. As the upper riparian state, India has expanded water infrastructure projects on the western rivers, raising serious concerns in Pakistan regarding the spirit and implementation of the Indus Waters Treaty. Such a disparity makes water an instrument for coercion in the form of Pakistani security dilemma in the transnational basin of the Indus River. In neo-realistic terms, such a strategy pursued by India can be regarded as attempts to utilize water power superiority to gain strategic dominance. Consequently, Pakistani ability to act strategically in international relations is hindered, as the country faces the challenge of both climate-induced pressures and growing transboundary water management concerns. Thus, the Decade of Dams strategy is a Pakistani response to those conditions.
The core of this approach lies in the work of the Water and Power Development Authority (WAPDA), working on four major projects namely, Diamer Bhasha Dam, Mohmand Dam, Kurram Tangi Dam, and Nai Gaj Dam. The total amount of added storage capacity for the Indus basin water system through these projects will exceed eight million acre-feet (MAF). This increase will be of particular importance considering that Pakistan has relied on the reservoirs of Tarbela, Mangla, and Chashma up until now to cater to their water requirements. Although these reservoirs have done well in fulfilling Pakistan’s demands regarding water storage so far, there is a need for additional reservoirs to cater to increasing demands.
Among these projects, the Diamer-Bhasha Dam stands as the centerpiece of Pakistan’s water-security architecture. Located on the Indus River in Gilgit-Baltistan, it will be one of the world’s tallest roller-compacted concrete dams. Upon completion, it will provide 8.1 MAF of water storage and generate 4,500 megawatts of clean hydroelectric power. Beyond its engineering significance, the project represents a major contribution to Pakistan’s energy security by reducing dependence on imported fuels and enhancing the country’s geoeconomic resilience. Similarly, the Mohmand Dam on the Swat River will generate 800 megawatts of electricity while offering substantial flood protection to the Peshawar Valley, thereby strengthening both human security and the protection of critical economic infrastructure.
By analyzing it from the securitization approach to security studies, specifically the securitization paradigm formulated by the Copenhagen school, the Pakistani stance clearly highlights the extent to which the state has successfully raised the significance of water management from being just another matter of policy to one of survival for the country itself. This securitization of water has led to political mobilization and the allocation of much-needed funds to enable infrastructural development. The mobilization of substantial domestic resources for projects such as Diamer Bhasha Dam reflects a growing national commitment to strengthening water security.
The benefits of these projects extend across multiple dimensions of national security. Enhanced storage capacity directly contributes to food security by ensuring more reliable irrigation for an agricultural sector that employs a substantial portion of the population and remains a key contributor to national GDP and exports. Improved water availability helps stabilize agricultural production, mitigate the effects of drought, and strengthen resilience against climate-induced disruptions. Simultaneously, expanded hydropower generation supports industrial growth, reduces energy shortages, and contributes to sustainable economic development.
As an overall strategy, the “Decade of Dams” demonstrates the development of Pakistan’s grand strategy from crisis response to resilient nation-building. Instead of acting in a reactive manner to address water shortage, flooding, and energy problems as they arise, Pakistan is making strategic investments in infrastructures that can increase its capacity before the problem occurs. This new understanding is partly due to the acknowledgment of the significance of infrastructure as strategic leverage in the modern world.
In a world where environmental factors and resource competition are increasingly dominating the international order, the development of dams in Pakistan goes beyond being a mere development project. This represents a move towards attaining infrastructural sovereignty, creating resilience for itself, and achieving strategic stability through infrastructural development. These dams are not merely infrastructure projects but strategic investments designed to secure Pakistan’s long-term water, energy, and economic stability.
Through such initiatives, Pakistan ensures that it has prepared itself to face the problems posed by climate change, population increase, and resource shortage in the years to come. Thus, the “Decade of Dams” is evidence of a strategic vision that understands that ensuring the country’s water security in the current times is necessary for its stability in the future.
