Sri Lanka police have requested the Department of Fisheries to prevent fishing boats arriving from the outer sea from entering Beruwala Harbor for two hours on 6 September, citing a potential security issue during a public rally attended by the President.
In an official letter dated 2026.09.04, the Senior Superintendent of Police, Kalutara Division, K.V. Udaya Kumara, asked the Director General of the Department of Fisheries to make arrangements for fishing boats to remain anchored in the outer sea between 17:30 hours and 19:30 hours on 2026.09.06.
The request relates to the scheduled visit of the Hon. President of the Democratic Socialist Republic of Sri Lanka to participate in public rallies in the Bulathsinhala and Beruwala police divisions in Kalutara District on 2026.09.06.
According to the letter, the Beruwala rally is scheduled to be held at the Beruwala Beach Ground. The Officer in Charge of Beruwala Police, through the Assistant Superintendent of Police, Kalutara District I, reported that the stage being constructed at the venue directly faces the entrance path through which fishing boats enter the fishery harbour.
Police said the movement of fishing boats into the harbour while the President remains on stage could create a security issue. The letter therefore states that a potentially problematic situation has been observed in connection with boats arriving from the outer sea during the period of the President’s appearance.
The Senior Superintendent of Police consequently requested the Fisheries Department to instruct all fishing boats arriving from the outer sea between 17:30 hours and 19:30 hours on 6 September not to enter Beruwala Harbor and instead remain anchored in the outer sea during that period.
The request places the movement of fishing vessels within a defined two-hour window, corresponding to the period identified by police as requiring additional security consideration because of the location of the rally stage and its direct alignment with the harbour entrance.
The letter, bearing Reference No. SSP/PA/OUT/1543/2026, was addressed to the Director General of the Department of Fisheries at the New Secretariat Building in Maligawatta, Colombo 10.
Copies of the letter were sent to the Director General of the Department of Fisheries, Kalutara Office, for necessary action; the Assistant Superintendent of Police, Kalutara District I, for information; and the Officer in Charge of Beruwala Police for coordination and action.
The document was signed by K.V. Udaya Kumara, Senior Superintendent of Police, Kalutara Division, with the notation “For Senior Superintendent of Police, Kalutara Division”.
The police request does not state that fishing activity will be suspended generally. Instead, it specifically seeks to prevent boats arriving from the outer sea from entering Beruwala Harbor during the designated period on 6 September, with the vessels instructed to remain anchored offshore.
The measure reflects the security arrangements being sought around the President’s scheduled public appearance at the Beruwala Beach Ground, where the physical position of the rally stage in relation to the harbour entrance has been identified by police as a potential security concern.
