China’s Trillion-Pound Gamble: How Xi Cleaned the Skies

A 2,800-mile “green wall” and unprecedented investment have cut smog in Beijing, but millions of deaths, displaced pollution, and rising ozone show the fight is far from over.

For most residents of Beijing, the memory of choking smog is still vivid. In the early 2000s, hospitals overflowed with patients suffering from heart and lung problems linked to air pollution, while visibility on roads was so poor that traffic accidents became routine. Ports, bridges, and airports were frequently shut down, and shipping along rivers was often suspended. Tom Pattinson, a former editor of Time Out Beijing, recalled how even playing a casual game of five-a-side football depended on the air quality, joking that matches could continue only if pollution readings stayed below 400 PM2.5, far above what is considered safe.

Public pressure eventually forced acknowledgment of the crisis. In 2013, China’s official newspaper, People’s Daily, admitted that PM2.5 levels in Beijing had reached 900 µg/m³, some 3,500 per cent above safe limits. The announcement, backed by President Xi shortly after taking office, marked the beginning of what became known as the “battle for blue skies.” Since then, Beijing has reduced PM2.5 levels by nearly 70 per cent, and the city registered 344 clean air days in the last year, according to municipal reports cited by Times UK.

The scale of the campaign has been unprecedented. Initial government funding of £200 billion ballooned to an estimated total of one to two trillion pounds when combined with non-government sources, according to Guojun He, an environmental economics expert in Hong Kong. Tens of thousands of officials were mobilized to enforce compliance, while more than 80,000 polluting businesses were closed, relocated, or upgraded. Officials in Hebei province, one of the worst-polluting regions, were removed in purges when they failed to implement regulations effectively.

China’s cleanup strategy has been multi-pronged. One of the largest contributors to smog was cement production. Between 2011 and 2013, the country poured 6.6 billion tonnes of concrete, more than the U.S. used in the entire 20th century. Dust storms from the Gobi and Taklamakan deserts worsened pollution, carrying particles that combined with industrial emissions into a toxic haze. To combat this, Beijing invested billions in water conservation and desert reclamation projects, while planting nearly 70 billion trees along a 2,800-mile “great green wall.” Critics argue that monocultures planted for speed are vulnerable to disease, yet authorities plan to plant another 34 billion trees over the next 25 years, potentially increasing Earth’s forest cover by 10 per cent.

Coal and transportation also demanded attention. Coal-fired power plants have been reduced from 60 per cent of total energy production in 2011 to 48.2 per cent last year, with a target of 32 per cent by 2035. Millions of households were encouraged to switch from coal to gas or electric heating through subsidies and fines. Cars, a major source of urban pollution, were regulated with lotteries for petrol vehicles and incentives for electric vehicles, which now represent roughly 12 per cent of vehicles on the roads in Beijing. Meanwhile, China has invested almost a trillion dollars into green energy in 2024 alone, producing more electricity from renewables than the entire European Union.

Yet the battle for clean air is not complete. Although PM2.5 levels have improved, official limits remain higher than in many Western cities. Rising ozone levels, an invisible but harmful gas, have increased by over 8 per cent in some areas, and ambient air pollution is still linked to one million premature deaths annually. Historical exposure guarantees that health impacts will continue for years: even with improvements, China could see up to 180,000 additional pollution-related deaths per year by 2030.

The success in Beijing has also displaced the problem. Wealthier cities now enjoy cleaner air, while poorer western regions such as Yunnan have absorbed a surge in pollution as factories were relocated. Lower wages in these regions make them attractive for polluting industries, a development that critics argue has transferred the cost of progress from urban elites to rural populations.

For ordinary Chinese citizens, the payoff is tangible. Average life expectancy has increased by more than two years, with residents in Beijing potentially gaining as much as four years. Still, experts caution that the remaining gains will be harder and more expensive to achieve. Guojun He notes that the “low-hanging fruit” of industrial compliance has already been addressed, and future improvements will require tougher enforcement and broader systemic changes. Slowing economic growth may also tempt authorities to relax regulations, threatening the fragile gains of the past decade.

China’s trillion-pound gamble has demonstrated that rapid and decisive action can reshape the environment in ways previously thought impossible. Yet the challenges of historical exposure, displaced pollution, and rising greenhouse gases reveal that even the world’s most ambitious clean-air campaign is a work in progress. Xi’s blue skies may be visible today, but the cost has been immense, and the struggle for sustainable air quality across the country is far from over.
